About this file

This document is an Amendment No. 1 to a solicitation for a Retirement Benefits Calculator Tool for the U.S. Department of Transportation (DOT). The amendment provides clarifications and revisions to Sections 3.1.13 and 3.1.14 of the Statement of Work, confirming that references to "paragraph h" and "paragraph e" do not exist. The amendment also confirms that the Technical Plan should be included in Part B (Technical and Management Approach) of the Technical Proposal, while the Technical Capability should be included in Part A (Technical Capabilities). The amendment specifies that offerors cannot include optional line items or propose pricing for different modules or features, and must fully price out only the Retirement Benefits Calculator Tool features mentioned in the solicitation. The original solicitation seeks approximately 58,000 licenses for DOT employees to use the contractor's web-based Retirement Benefits Calculator Tool.

Amendment No. 1

To

DOT’s Retirement Benefits Calculator Solicitation No. 693JK424R500005

This Amendment No. 1 provides answers to questions posed by one or more prospective offerors.

1. Question (Observation): Section 3.1.13 of the subject Solicitation’s Statement of Work references "paragraph h" for further details. But the Solicitation contains no “paragraph h” that appears to correspond to that reference. So please provide a clarification.

1. Answer: That observation is correct. And so this Amendment No. 1 STRIKES, in its entirety, section 3.1.13 of the subject Solicitation’s Statement of Work, and SUBSTITUES, in lieu thereof, the following REVISED section 3.1.13:

3.1.13

The retirement calculator must have the ability to further define system domains and user roles by assigning—to the Supervisor, Benefits Specialist, and Assistant—access to DOT regions and Senior Executive Service(SES)/non- SES DOT employees’ records.

2. Question: Question (Observation): Section 3.1.14 of the subject Solicitation’s Statement of

Work references "paragraph e" under the Specialist and Assistant roles. But the Solicitation contains no “paragraph e” that appears to correspond to that reference. So please provide a clarification.

2. 2.Answer: That observation is correct. And so this Amendment No. 1 STRIKES, in its entirety, section 3.1.14 of the subject Solicitation’s Statement of Work, and SUBSTITUES, in lieu thereof, the following REVISED section 3.1.14:

3.1.14

The contractor must provide user-roles (Administrator, Supervisor, Benefits

Specialist, Assistant, Employee) with associated user functions and role-related access (for benefits specialists and employees) to the retirement calculator. The contractor must provide verification processes for user login and password (this must include PIV Card or CAC login procedures, as well). Functions of roles are:

• Administrator – OA HR Administrator and BOC staff will have the ability to add, modify, or delete user access.

• Supervisor – OA HR Supervisor and BOC supervisor will have the ability to assign and track cases to/for their employees.

• Specialist – OA HR Specialists and BOC benefits specialist will have access to all functions.

• Assistant – OA HR Assistants and BOC benefits assistant will have access to all functions except FERCCA.

• Employee – DOT employees will have access to their own service history only for the purpose of creating individual retirement scenarios.

3. Question: Section L of the Solicitation outlines the requirements for Volume I, the Technical

Proposal, specifying that it must include a Technical Plan and Technical Capability. The RFP further details that Part A should cover Technical Capabilities, while Part B should address the

Technical and Management Approach.

Can the Government confirm that the Technical Plan should be included in Part B (Technical and

Management Approach), while the Technical Capability should be included in Part A (Technical

Capabilities)?

3.Answer: Yes. That requested confirmation is hereby provided.

4. Question: Regarding the subject Solicitation’s Section L (“Instructions to Offerors”), would it be acceptable for an offeror to add optional line items in its proposal and cost volumes?

4.Answer: No—except, of course, for a required explicit showing of a separate proposed total Fixed-Price-dollar-figure for each separate Option-Year mentioned in the Solicitation

(Option Year One, Option Year Two, Option Year Three, Option Year Four).

5. Question: Regarding the subject Solicitation’s Section L (“Instructions to Offerors”), would it be acceptable for an offeror to provide pricing for different modules or features in the software solution that the Government can choose to exercise at will under the subject Solicitation’s resulting IDIQ contract?

5.Answer: No. All offerors’ proposals submitted to DOT in response to the subject

Solicitation must include—and must fully-price-out—only and precisely and unconditionally the Retirement-Benefits-Calculator-Tool-features mentioned in the

Solicitation.

This Amendment No. 1 provides no further answers or corrections or clarifications regarding the subject

Solicitation.
