The DEADLINE for submitting Quotations to DOT in response to this RFQ is 11:00 PM Eastern Daylight

Time May 26, 2022.

The U.S. Department of Transportation (DOT) intends to award, from this RFQ, one and ONLY one contract----which will probably be awarded in the form of a Purchase Order or a contract or possibly a delivery order.

DOT intends to select, as this RFQ's resulting awardee (winning offeror), the

A "technically acceptable" Quotation is defined as one which fully and precisely satisfies ALL of the terms and specifications laid out in this RFQ and in this RFQ's displayed Line Items. And because this RFQ's Line Items do specify, very precisely, the equipment and the parts and the quantities which DOT seeks to purchase, it is

HOPED that no negotiations or discussions will be needed in this procurement.

The front page of each Quotation submitted in response to this RFQ shall include the following statement: "The company submitting this

Quotation has fewer than 1,250 employees and accordingly does QUALIFY as a SMALL business for purposes of being ELIGIBLE to participate in this

SMALL-Business-Set-Aside RFQ No. 693JK422Q600002."

The following is an expanded version of the equipment-descriptions applicable to the Line

Items set forth above in this RFQ No. 693JK422Q600002. The numbering used in the following expanded-version-equipment-descriptions corresponds to the Line-Item-numbering given above in this RFQ. The following expanded-version of this RFQ’s equipment-descriptions does not change the equipment-quantities that are specified in the Line-Item-numbering give above in this RFQ.

The first item is the actual Radio the rest of the items are the standard items that a radio must have to be effective and that the software components are not “a la carte”. These item are need it for the radios to operate and communicate during an incident or event.

1. APX 8000 All-Band Portable Radio- This is the actual radio with a 4-in-1 radio that offers limitless interoperability, the clearest, loudest audio and seamless Wi-Fi® connectivity. The compact, rugged and secure APX 8000™ redefines mission critical communications.

2. ASTRO DIGITAL CAI OPERATION- Provides the ASTRO Digital Common-Air-

Interface (CAI), based on the TIA-102 suite of standards, to a radio that may be operating in either analog conventional or analog smartnet/smartzone mode. This feature is required in order to achieve P25 Digital Conventional or P25 Trunked operation (FDMA or

TDMA).

3. This is one of the Operation Modes, P25 9600 Baud Trunking- 9600 Baud Digital APCO

P25 Phase 1 FDMA and Phase 2 TDMA Trunking.

4. TDMA OPERATION- TDMA allows a mobile station's radio component to listen and broadcast only in its assigned time slot. Digital modulation technique that allocates a discrete amount of frequency bandwidth to each user to permit many simultaneous conversations. Each caller is assigned a specific time slot for transmission.

5. ENH: AES/DES, DES-XL, DES-OFB- AES is currently the recommended and most robust type of digital encryption. DES provides 56-bit encryption for analog-only channels. DES-XL provides 56-bit encryption for analog and digital channels. DES-OFB provides 128-bit encryption for digital-only channels.

6. MULTICAST VOTING SCAN-capable KNG Series radios automatically select the best site to operate from in a wide area system. Channels in the multicast conventional system are added to the scan list and designated as "voted" channels. The KNG radio scans all voted channels and selects the channel with the best signal.

7. GROUP SERVICES- This enables the transmission of data over ASTRO 25 radio systems, from one-to-many users. This is a much more efficient method to disseminate information to a large group.

8. STD WARRANTY APPLIES-NO SFS- no cost standard radio warranty.

9. ASTRO P25 OTAR W/ MULTIKEY- This feature allows a radio to receive keys over the air from up to 19 Key Management Facilities (KMF), enabling seamless and secure interoperability between agencies. Radios without MS-OTAR currently can only retain a single KMF profile at a time.

10. SMARTZONE OPERATION- SmartZone allows seamless roaming between sites that is transparent to the user. To the user, the system, when properly configured, appears as just one large system, when in fact the user is actually roaming between several different sites at different locations.

11. PROGRAMMING OVER P25 (OTAP)- allows over the air programming of radio parameters – known as OTAP (Over The Air Programming). With OTAP, you are able to manage up to 5000 radio configurations per instance as well as on a group or individual basis.

12. RADIO MANAGEMENT OFFLINE-Radio Management also supports offline programming of radios and repeaters at remote locations. So instead of needing an IP connection to the server, you would put the write jobs onto a USB stick and take that to site.

13. RADIO MANAGEMENT LICENSES OFFLINE- Motorola's Customer Programming

Software Radio Management application simplifies APX™ radio configuration and management, saving you time and money while ensuring your users can accomplish their mission without interruption.

14. BATTERY IMPRES 2 LIION R IP68 3400T- Battery for the radios

15. SHIPPING- to receive the radios.
