No.RFP Section/ReferenceComment/QuestionGovernment Response
1Section B.3.2: Labor Categories and Descriptions; pg 4Does the government intend to require fewer educational qualifications of the National expert designation (BA/BS degree) than the lower-level Senior designation (MA/MS degree)? Is it acceptable for Senior-level staff to have BA/BS degree? Can additional years of experience equate a higher degree designation?Change as follows - For the National Expert a MA/MS is preferred, but can substitute 5 years of service at the national expert level and a BA/BS degree.

For Senior level staff a MA/MS is preferred, but can substitute 3 years of service at the senior level and a BA/BS degree.

2Section C.6: Potential Task Orders; pg 7There seems to be missing language from the first sentence following the heading (i.e., “Orders, they will be based on the six task areas stated in C.2 and detailed below.”). Can you please clarify this? Please note that there is no missing language from the statement. Another way to rephrase the statement, "Orders will be based on the six task areas…".
3Section F.8: Editorial Requirements for All Deliverables; pg 24Section F.8 indicates that all draft and final submissions must be reviewed by an editor on the contractor’s staff before delivery to the COR for review. Per page 80 (within Section L.10: Technical Proposal Instructions), which lists all project personnel, Editor is not listed. To meet this requirement, are we allowed to recommend the inclusion of this labor category to cover the work within the six task areas? All deliverables shall be submitted free of error. This is a direct expense to the Contract. Section F.8 has been revised.
4Section J: List of Attachments; pg 57Section J lists seven attachments to this SOW; however, in the package, attachment J.6 (Scenarios) is missing. Instead, the Subcontractor Checklist (J.5) is repeated as J.6 in Word format. Would you please provide the J.6 Scenarios attachment? Please note that Attachment J.6, Scenarios was uploaded and replaced the duplicated Attachment J.5 in Beta.sam on August 20th. The Final RFP and all attachments have been resubmitted.
5Section L.9: Proposal Format; pg 76Page 76 indicates that “The technical volume shall not exceed 50 pages.” However, page 78 (within Section L.10: Technical Proposal Instructions) indicates that “This technical proposal shall not be more than 60-pages in length.” Which is the correct page limit for the technical volume? If the limit is 60 pages, how does it affect the page limitation breakdown by part (I through III) and task area (1 through 6)?RFP Page 78, L.10 has been edited and shall read 54 pages.
6Section L.10: Technical Proposal Instructions; pg 82The first paragraph on 82 mentions that offerors should provide a Master Staffing Matrix, which denotes key personnel and staffing levels proposed as well as capabilities/credentials for all labor categories. Below resume requirements, the SOW also mentions inclusion of a matrix listing names, years of experience, level of education, labor category, task area assignment, and contract relationship. Is this considered the Master Staffing Matrix, or in addition to it?Both paragraphs refer to the the Master Staffing Matrix.

Master Staffing Matrix: Should be an all inclusive list of Key Personnel and other proposed staffing based on labor categories listed in attachment J.1. The Government suggests completing the Table J.8.B – Master Staffing Matrix as identified in Attachment J.8.

7Section L.8, Item a., Page 75states one completed copy unbound with original signature must be submitted. Question: Please clarify since this is an electronic submittal if a hard copy of the Standard Form 33 should be mailed to Sheronda Jones?Offerors shall submit an electronic version of SF 33; electronically signed and emailed to Sheronda.Jones@dot.gov. The form can be found attached to the Final RFP submitted with the Questions and Anwsers.
8Section L.8, Item b., Page 75Question: Does only the prime only need to submit a Section K, or must prime and all subcontractors submit a Section K?Only the prime Contractor shall submit Section K.
9Section L.9. Volume I – Technical Proposal, Page Limit, Page 76States the technical proposal shall not exceed 50 pages. Section L.10, Item b., Page 78 states the technical proposal shall not be more than 60-pages in length. Question: Can the page limitation for the technical proposal be clarified?See response to question #5.
10Section M.5 Small Disadvantaged Business Subcontracting Plan, Page 93Question: Since this is a total small business set aside, is a Small Disadvantaged Business Plan required?Section M.5 is hereby deleted.
11Section L.9, Page 76states: “The Offeror shall submit/present the Technical and Business Proposals as two (2) separate volumes, not to include the Task Order (Attachment J.8)” There is not an Attachment J.8. Question: Is this statement meant to refer to J.7 IDIQ RFQ TO?Yes, the statement is meant to refer to J.7, Task Order eCommerce. Additionally, Attachment J.8 Sample Staffing Tables and Mix is hereby added to Section L.10, Part II, pages 80, 81, and 82.
12Section L.11, Part I – Cost/Price Information, A. Cost/Price Information Assumptions, Page 85References Attachment J.8. Question: Is this statement meant to refer to J.7 IDIQ RFQ TO?See response to question #11.
13Section L.9 Volume I – Technical Proposal, Page Limit, Page 76The technical proposal shall not exceed 50 pages, as follows: Scenario responses, not to exceed 4 pages, per task area (scenarios 1-5 maximum 20 pages) inferring Scenario responses count toward the technical proposal page limit. IDIQ - Page 77, First Bullet: indicates the scenario responses are not counted toward the technical proposal page limit: Scenario Response shall be limited to 4 pages, per scenario, per Task Area. Scenario response is not counted in the technical proposal page limit. Question: Is the scenario response is included in the technical proposal page limitation?Correction, scenario responses are included in the technical proposal page limitation.
14Attachment J.7, page 9BTS appears to want a stand-alone task proposal, as would be submitted in the normal course of an awarded contract. Question: Does BTS expect resumes and supporting material to be submitted with task order responses to J7, even though that may duplicate material provided for the proposal as a whole?Yes, resumes and supporting matertials shall be submitted with the Task Order request.
15Attachment J.7, page 2makes reference to both “electronic shopping” and “virtual shopping” Question: What is the distinction between electronic shopping and virtual shopping, as BTS uses those terms?Virtual shopping is conducted via the internet on-line. There is no physical store front.

Electronic shopping could include phone order, placing order in a physical store, or other electronic transactions than virtural store. There maybe a physical store front.

16Attachment J.7, page 5The Task 1 Technical Memo appears to be an internal document, whereas the Task 2 (optional) Report could be made public. Question: Does BTS expect the technical content in Task 2 to be based on findings from Task 1, or should the budget and approach allow for additional research?Yes. Findings from Task 1 would be included in Task 2. Task 1 is annotated outline and basic research. Task 2 writes report from outline developed in and answers research questions from Task 1. There maybe a small amount of addition research needed to answer any questions brought up in Task 1.
17Attachment J.7, page 5There is no Task 4 in the main body of the scope and in the list of deliverables wholly contained on page 5. However, the table of required performance that begins on page 5 and ends on page 6 includes a Task 4. This additional task seems to be a portion of Task 3 that does not have a fixed time frame. Question: Can BTS clarify this break out of tasks and its intentions for doing so?On page 6 - Task 4 should be a deliverable under Task 3. The correction has been made in the final RFP.
18Attachment J.7: GeneralUS DOT sometimes provides its own estimate of level of effort (labor hours) required for task orders. Question: Is there a labor / hours estimate for the J7 Task Order that BTS wishes to share?Attachment J.7 eCommerce Task Order, Page 1, Price/Cost states that a Firm Fixed Price Task Order is anticipated.
19Section L.10 - page 80 Section L.10 - page 82A staffing matrix of labor categories for each task area is provided. States that resumes are required for Mid-level Professional/Technical Staff.

There do not appear to be any Mid-level Professional/Technical Staff listed in the labor category matrix (they are all either Program Manager, National Expert, or Sr. Professional/Technical Staff). Questions: Do contractors have any flexibility to modify the staffing matrix to include Mid-level Professional/Technical Staff? Can the government clarify how Mid-level Professional/Technical Staff are to be proposed / included in the response?

Labor categories as specified in Attachment J.1 include mid-level professional/technical. Key staff are different than labor categories in Attachment J.1.

BTS plans to hold oral presentations virtually.
