Amendment No. 2
To
RFQ No. 693JK419Q500004 for Purchase of Lenel Spare Parts
This Amendment answers a question posed to DOT concerning the existence of an incumbent contractor.
1. Because this Fiscal Year (FY) 2019 RFQ states that DOT will be selecting, as the awardee of the new contract resulting from this RFQ, the company which submits the lowest-totally-priced-technically-acceptable proposal, and because the replacement-parts to be purchased under this FY 2019 RFQ’s resulting new contract will be standardized commercial off-the-shelf items, it is unlikely if not impossible that mere incumbency would favor any firm in this current FY 2019 procurement.
2. But, in the name of transparency, DOT hereby confirms that its last-previously-awarded contract for replacement of parts for DOT’s Lenel Physical Access Control Systems was awarded on September 30, 2017 as Purchase Order No. DTOS5917P00187 to Condortech Services, Inc., which is located at Suite 200, 10777 Main Street, Fairfax, Virginia 22030-6903, and that the total fixed-price of that FY 2017 contract was $4,795.14, but that the precise types and quantities of parts purchased under that FY 2017 contract were substantially different from the parts and quantities to be purchased by DOT under the new contract resulting from this current (FY 2019) RFQ. Therefore, it would be impossible to extrapolate in any way from the 2017 contract to a probable or competitive pricing for the new contract to be awarded from this current FY 2019 RFQ. Nevertheless, DOT does not plan to divulge the details of the Line-Item-pricing of that FY 2017 contract, because to do so would violate Condortech’s right to confidentiality concerning its pricing-details.
This Amendment No. 2 provides no other clarifications concerning this RFQ.
James H. Mowery III Contracting Officer, DOT May 16, 2019
