UNITED STATES DEPARTMENT OF TRANSPORTATION (USDOT)

NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION (NHTSA)

Synopsis for Solicitation 693JJ918R000061

Compliance Testing for FMVSS No. 121, Air Brake Systems and FMVSS No. 136, Electronic Stability Control for Heavy Vehicles

Introduction

The National Highway Traffic Safety Administration (NHTSA) is an integral part of the United States Department of Transportation (DOT) and its mission is to save lives, prevent injuries, and reduce health care and other economic costs associated with motor vehicle crashes. As part of its mission to reduce fatalities and injuries caused by motor vehicle crashes, the NHTSA promulgates Federal Motor Vehicle Safety Standards (FMVSS). Manufacturers of motor vehicles and items of motor vehicle equipment are required to certify that each product they sell in the United States meets the requirements of all applicable safety standards. NHTSA’s Office of Vehicle Safety Compliance (OVSC) is charged with determining whether manufacturers meet the applicable safety standards. This contract effort will enable the agency to meet its mission by assuring that motor vehicles meet the requirements in FMVSS No. 121, Air Brake Systems and FMVSS No. 136, Electronic Stability Control for Heavy Vehicles.

Background

FMVSS No. 121, applies to trucks, buses and trailers equipped with air brake systems. It establishes performance and equipment requirements for braking systems on vehicles equipped with air brake systems, including separately controlled parking brakes of prescribed holding capability, automatic brake adjusters and adjustment indicators, and emergency brakes which activate automatically in the event of loss of air pressure.

FMVSS No. 136 standard establishes performance and equipment requirements for electronic stability control(ESC) systems on heavy vehicles. It requires electronic stability control (ESC) systems on truck tractors and certain buses with a gross vehicle weight rating greater than 11,793 kilograms (26,000 pounds).1 ESC systems in truck tractors and large buses are designed to reduce untripped rollovers and mitigate severe understeer or oversteer conditions that lead to loss of control using automatic computer controlled braking and reducing engine torque output.

The Contractor shall be required to conduct testing in accordance with the NHTSA laboratory test procedures TP-121D-01 and TP-136-00.

Purpose

The purpose of this contract effort is to procure testing services, inspection services, and reports to assist the Government in its enforcement efforts for FMVSS No. 121, Air Brake Systems and https://www.law.cornell.edu/definitions/index.php?width=840&height=800&iframe=true&def_id=b723c77ecf0606f09c429733c53d5b89&term_occur=1&term_src=Title:49:Subtitle:B:Chapter:V:Part:571:Subpart:B:571.136 https://www.law.cornell.edu/definitions/index.php?width=840&height=800&iframe=true&def_id=26a811f1a15018cd0122b3711ecc1640&term_occur=1&term_src=Title:49:Subtitle:B:Chapter:V:Part:571:Subpart:B:571.136 https://www.law.cornell.edu/definitions/index.php?width=840&height=800&iframe=true&def_id=9163005c23902987aa94fd8d1fa556a8&term_occur=1&term_src=Title:49:Subtitle:B:Chapter:V:Part:571:Subpart:B:571.136 https://www.law.cornell.edu/definitions/index.php?width=840&height=800&iframe=true&def_id=53b3573eb61148add6f89c84951cc24a&term_occur=2&term_src=Title:49:Subtitle:B:Chapter:V:Part:571:Subpart:B:571.136
