About this file

This is a Sources Sought notice issued by the National Highway Traffic Safety Administration (NHTSA) for Radial Ply Treadwear Course Monitoring Tires (CMT). NHTSA seeks to procure sixty-four (64) 16-inch size P225/60R16 tires meeting the ASTM F2493 Standard Reference Test Tires (SRTT) specification. The tires are required for NHTSA's Uniform Tire Quality Grading System (UTQGS) testing at the San Angelo Test Facility (SATF) located on Goodfellow Air Force Base in San Angelo, Texas, specifically for traction grading testing on calibrated concrete and asphalt surfaces per 49 CFR 575.104. The tires will be delivered in four quarterly shipments of 16 tires each over a twelve-month base period of performance. NHTSA welcomes responses from qualified Small Business concerns demonstrating capability to supply these items and must receive responses within ten days of publication. The government indicates it may eventually issue a Request for Proposals (RFP) based on responses received, though responses will not be formally evaluated and NHTSA will not pay for their preparation.

The anticipated contract will be Firm Fixed-Price. Although NHTSA indicates intent to procure on a sole-source, non-competitive basis from Michelin (as these ASTM F2493 Standard Reference Test Tires in P225/60R16 size are only available from that manufacturer), the sources sought solicitation invites qualified firms to submit Corporate Capability Statements to demonstrate their ability to accomplish the project objectives. Responses should include detailed information addressing specific capabilities and must be sufficiently detailed to permit evaluation of the respondent's ability to provide the requested tires. The contracting officer is Vincent Lynch at NHTSA's Office of Vehicle Safety Compliance, (202) 366-9568. NHTSA reserves the right to determine whether to conduct a competitive acquisition, and any decision not to compete is solely within the government's discretion.
