This is a Synopsis for a federal contract opportunity (Solicitation 693JJ926R000006) issued by the National Highway Traffic Safety Administration (NHTSA) under the Department of Transportation. NHTSA intends to award multiple Indefinite-Delivery/Indefinite-Quantity (IDIQ) contracts to support the Electronic Systems Safety Division's research and technical support services related to vehicle safety technologies. The contract will cover a 60-month period of performance consisting of one 36-month base period and one 24-month option period, with a performance start date of September 1, 2026. Task orders under the IDIQ may utilize Firm-Fixed-Price (FFP), Cost-Plus-Fixed-Fee (CPFF), or hybrid contract types combining FFP and CPFF elements as appropriate. The applicable NAICS code is 541380 (Testing Laboratories and Services), and all work must be performed at contractor facilities located within the continental United States.
The scope of work encompasses a wide range of research and technical support services including planning and conducting vehicle safety research studies, testing and evaluation of Advanced Driver Assistance Systems (ADAS) and Automated Driving Systems (ADS) technologies, simulation and modeling of vehicle systems and driver behavior, vehicle component testing and functional safety assessments, on-road testing and naturalistic driving studies, safety impact assessments and data analysis, cybersecurity research and evaluation, and application of artificial intelligence and machine learning to vehicle safety. Offerors may propose to support one or more identified research areas and are not required to qualify in all areas. The solicitation is anticipated to be released in May 2026, with awards to be made in advance of the September 1, 2026 performance start date.
