Title: Field Trauma Triage Guidelines Demonstration Project

Description(s):

The National Highway Traffic Safety Administration (NHTSA) is issuing this Sources Sought Notice to identify potential qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, VOSB, SDVOSB, or WOSB concerns that may be interested in and capable of performing the work described herein as “Field Trauma Triage Guidelines Demonstration Project” which is designed to support decision making by EMS clinicians in both treatment decisions and transport destination determinations for injured patients in the field.

NHTSA welcomes all qualified certified Small Business concerns with the appropriate NAICS Code and past experience to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the proposed project as listed below. Special consideration will be afforded to government-wide initiatives calling for less redundancy through Category Management and annual increases to Best-In-Class (BIC) & Spend Under Management (SUM) goals for the Department of Transportation. Prior to consideration of soliciting on the open market, the government will conduct market research to identify those qualified small businesses on GSA Multiple Award Schedule (MAS) and other GSA Schedule holding contractors. NHTSA may; however later on issue a Request for Proposals (RFP). However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this notice.

BACKGROUND:

The National Highway Traffic Safety Administration’s (NHTSA) mission is to save lives, prevent injuries, and reduce traffic-related health care and other economic costs. The agency develops, promotes, and implements effective educational, engineering, and enforcement programs with the goal of ending vehicle crash tragedies and reducing economic costs associated with vehicle use and highway travel.

The mission of the NHTSA OEMS is to reduce death and disability by providing leadership and coordination to the EMS community in assessing, planning, developing, and promoting comprehensive, evidence-based emergency medical services and 911 systems. It accomplishes this mission by undertaking programs and projects of national significance with the direct involvement of stakeholders, and making the results of these activities available for use by the EMS and 911 communities.

After a motor vehicle crash occurs, Emergency Medical Services (EMS) represent the best chance to improve health outcomes of injured crash victims. By accurately identifying those victims who are seriously injured, providing the best treatment, and transporting victims to appropriate higher levels of care, EMS plays a key role in preventing vehicle-related crash injuries from becoming fatal.

For three decades, the National Guidelines for the Field Triage of Injured Patients,1 known also as the ‘Field Triage Guidelines’ (FTG) or ‘Field Trauma Triage Guidelines’ (FTTG) have been widely adopted by U.S. trauma systems to support decision making by EMS clinicians in both treatment decisions and transport destination determinations for injured patients in the field. Use of FTTG ensure that the most seriously injured patients—including motor vehicle crash victims—are transported to appropriate trauma centers while directing less severely injured patients to lower levels of care. FTTG help ensure that the limited resources of the trauma centers are not inundated with patients whose injuries can be adequately cared for in the field or at local non-trauma center hospitals.

NHTSA does not have documentation on successful processes and strategies that enable States to best implement a comprehensive FTTG program update to the 2021 FTTG. States and communities need examples of how best to deploy the 2021 FTTG, especially in underserved communities. This project will provide support to State and local EMS systems to effectively deploy the 2021 FTTG, offering funds to help distribute, train clinicians on, and develop practices for its use.

OBJECTIVE:

The objective of this contract is to support and evaluate the deployment of the 2021 FTTG in State and local EMS systems, and especially those systems that provide PCC to rural and underserved communities. (see attached draft Sow)
