C.2 BACKGROUND
Federal Motor Vehicle Safety Standard (FMVSS) No. 213a, Child Restraint Systems – Side Impact Protection sets forth performance requirements for child restraint systems designed for use in motor vehicles. It includes the test requirements that are necessary to determine whether a child restraint system meets those performance requirements. The test requirements include a lateral dynamic sled test that simulates a vehicle struck in a nearside collision.
This contract consists of two phases. Phase 1 will be a pilot program to test, validate, and refine the sections of OVSC’s Test Procedure 213-11 (TP-213-11) that are applicable to FMVSS No. 213a and collect data to inform decisions needed for future testing. This will require the Contractor to take additional measurements (i.e. high speed camera locations, ATD seating positions, head interaction analysis methods) and perform additional ATD qualifications to evaluate test conditions when testing CRSs to FMVSS No. 213a. In Phase 2 of this contract, the government will issue delivery orders for the Contractor to perform tests consistent with FMVSS No. 213a.
This contract will also require the Contractor to procure child restraint systems for the lateral dynamic sled tests under FMVSS 213a.
C.3 DEFINITIONS
Government Furnished Test Items (GFTI) – means child restraint systems owned or acquired by the Government and subsequently provided to the Contractor for use in the performance of the contract. The government is the owner of all GFTI. See Section H.3 for more details.
