Questions and Answers for Solicitation No. 693JJ923R000139
Quality Control of the Crash Injury Research and Engineering Network (CIREN)
1. Section B.3 (page 4) of the RFP states “Subject to prior written approval of the Contracting
Officer, the Contractor may revise the list and/or labor category descriptions provided.” The RFP appears to indicate that proposals should include two full-time employees with the titles of Principal
Scientist and Associate Scientist. This is indicated in multiple locations of the RFP, including sections
B.3.1 and B.3.2 (page 4), L.9.2 (page 64-65), M.2.2 (page 72). This contractor believes it can submit a proposal that would provide better value (technically and monetarily) to NHTSA if we are able to propose different labor distributions than the two positions indicated in the RFP.
Question: Would such a proposal be accepted for evaluation? Would such a proposal receive fair treatment under Evaluation Factor M.2?
Government Response: Yes, the proposal may include a different labor mix. The RFP was not intended to limit the labor mix to two full-time employees.
2. Section G.3.1 (page 28) of the RFP indicates the position of Program Manager, yet that is not listed in as one of the labor categories in Section B.
Question: Can the Program Manager role be assumed by the Principal Scientist?
Government Response: Yes, the Program Manager role may be assumed by the Principal Scientist (or another qualified individual).
3. C.6.1.6 (page 13) of the RFP discusses quarterly reporting.
Question: Is monthly reporting and invoicing an acceptable alternative?
Government Response: Yes, monthly reporting and invoicing is acceptable.
4. C.6.1.f (page 13) of the RFP states the requirements for an office space to process the CIREN quality control work.
Question: Due to the electronic nature of the work would the proposal of remote or hybrid work be acceptable?
Government Response: Yes, remote and hybrid (combination of in-office and telework) is acceptable.
5. The sam.gov website indicated changes were made on May 18, 2023 to the “Updated Published
Date” and “Updated Date Offers due”. However, there does not appear to be any changes to any of the attachments.
Question: Were there any revisions to any of the documents in the attachments? If yes, can NHTSA please clarify?
Government Response: There were no revisions made to any of the documents in the attachments.
6. The SF33 form indicates a due date and time of 1500 on July 13, 2023, but the sam.gov posting indicates an 11AM time on the same day.
Question: Can NHTSA please clarify?
Government Response: The RFP due date and time are July 13, 2023 at 11:00 am
7. Section L.10 indicates that the J.10 Cost Proposal Template information is needed for each year.
The J.10 template includes Task 1, Task 2, Task 3 which are not defined. The template also indicates that there is a separate schedule for Travel costs (see row 24) and Other Direct Costs (ODC) (see row 35). It did not appear that there was a template for these schedules or information indicating what information NHTSA desires/requires to be provided.
Question: Does NHTSA plan to provide a template for the travel schedule and/or the ODC schedule?
Government Response: Attachment J.10 Cost Proposal Template is a guide for how the cost proposal should be structured. Please make changes are necessary to fit your proposal submission.
Question: Can NHTSA provide clarification regarding Tasks 1, 2, 3 of the J.10 template?
Government Response: See previous response
8. Table B.4.6 “Option to Extend Services (NOV 1999): TBD - TBD” on page 7 appears to have a typo error in the last row which states “Option Year 4 Total Estimated Costs”.
Question: Can NHTSA please clarify?
Government Response: See Addendum
9. Section L.10 is titled “Cost/Business Proposal Instructions.” Section L.10.1 on pages 66 and 67 of the Solicitation states:
“Offerors shall provide cost/price information by:
1. …
2. Completing Section G.3 of this RFP”
Section G.3 is titled “Contractor Personnel” and does not appear to contain any information related to the Cost/Business Proposal. In addition, there does not appear to be any information upon which we could satisfy requirement 2 “2. Completing Section G.3 of this RFP.”
Question: Can NHTSA please clarify what is required to be completed in the Cost/Business Proposal regarding Section G.3?
Government Response: See addendum
