SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

C.1 BACKGROUND

The mission of the United States (U.S.) Department of Transportation (DOT) is to serve the U.S. by ensuring a fast, safe, efficient, accessible and convenient transportation system. The NHTSA’s mission is to save lives, prevent injuries and reduce traffic-related health care and other economic costs. The agency develops, promotes, and disseminates effective educational and enforcement programs with the goal of ending preventable tragedies and reducing economic costs associated with vehicle use and highway travel. Additionally, NHTSA is committed to addressing equity in traffic safety, with respect to development and implementation of programs and objectives consistent with Executive Order 13985:

Advancing Racial Equity and Support for Underserved Communities through the Federal Government.

Roadway travel is inherently risky and is a risk we all accept as road users, whether traveling by motor vehicle, car, bike, motorcycle, or as a pedestrian. Exposure such as the amount an individual travels on our nation’s roadways and engaging in risk taking behaviors, contribute to increases in crashes, injuries and fatalities. For the first half of 2022 it is estimated that 20,175 people died in motor vehicle related traffic crashes. This represents approximately a .5 percent increase from 2021 and the highest number of fatalities since 2006.1 As compared to the first half of 2021, fatalities increased on rural roads (12%), among cyclists (8%), motorcyclists (5%), and pedestrians (2%).2 Contributing factors such as alcohol and drug impairment, speeding, or driving without a safety belt annually impact our crash statistics. In 2019, the economic impact of motor vehicle crashes in the U.S. was estimated to be $340 billion. Alcohol-involved crashes accounted for 20% of all crash costs. Crashes in which at least one driver was exceeding the legal speed limit or driving too fast for conditions cost $46.4 billion and the lack of seat belt use represents an economic loss of roughly $1.7 trillion in unnecessary expenses and lost productivity to society3. These trends are disconcerting and require innovative countermeasures, education and training, and research to reduce traffic fatalities and injuries on our Nation’s roadways.

C.2 PURPOSE

The purpose of this contract is to procure, on a Cost Reimbursement, Time and Materials (T&M), and/or Firm Fixed Price (FFP) basis, professional and technical services to provide technical services support in the areas of:

• Development of Traffic Safety Initiatives and Countermeasures

• Education and Training Efforts

• Traffic Safety Research and Development to Address Emerging Issues

1 National Center for Statistics and Analysis. (2022, September). Early estimate of motor vehicle traffic fatalities for the first half (January–June) of 2022 (Crash Stats Brief Statistical Summary. Report No. DOT HS 813 376). National Highway Traffic Safety Administration.

2 National Center for Statistics and Analysis. (2022, December). Early estimates of motor vehicle traffic fatalities and fatality rate by sub-categories through June 2022 (Crash Stats Brief Statistical Summary. Report No. DOT HS 813 405). National Highway Traffic Safety Administration.

3 Blincoe, L., Miller, T., Wang, J.-S., Swedler, D., Coughlin, T., Lawrence, B., Guo, F., Klauer, S., & Dingus, T. (2022, December). The economic and societal impact of motor vehicle crashes, 2019 (Report No. DOT HS 813 403). National Highway Traffic Safety Administration.

Under this Indefinite Delivery Indefinite Quantity (IDIQ) contract, the Government will issue Task Orders to obtain professional and technical services that may, if needed, allow for quick response or short turn-around.

C.3 REQUIREMENTS

NHTSA will issue task orders under three lots as described below. Specific task orders will identify the specific types of activities requested by NHTSA. The activities listed below are provided as examples and do not represent any current or known requirement.

The Contractor shall perform work through Task Orders issued under this IDIQ that address fair and equitable approaches to address traffic safety needs in the traffic safety enforcement community (i.e., law enforcement or other regulatory enforcement efforts). The Contractor shall coordinate with identified underserved or minority communities in the development of implementation strategies to ensure equity issues consistent with the National Road Safety Strategy4 are properly integrated.

Task Orders will provide professional and technical services for the development of traffic safety initiatives and countermeasures, training and education, and research and development efforts to address traffic safety emerging issues.

Task orders specific to research may involve research on local, State, or Federal levels and include field, laboratory, or archival data collection. The collection of data may require meeting Federal law and regulatory requirements, including obtaining approval from an Institutional Research Board (IRB) for human subject research and from the Office of Management and Budget (OMB) for Paperwork Reeducation Act approval. The Contractor shall support NHTSA to obtain the approvals necessary to conduct the underlying research.

This IDIQ uses three “Lots” to categorize Task Orders. Task orders may be issued to more than one (1) source under each lot at the discretion of the government. The “Lots” are as follows:

• Lot A: Development of Traffic Safety Initiatives and Countermeasures

• Lot B: Education and Training Efforts

• Lot C: Traffic Safety Research and Development to Address Emerging Issues

LOT A: Development of Traffic Safety Initiatives and Countermeasures

NHTSA develops traffic safety initiatives and countermeasures to support its mission to reduce traffic fatalities and injuries. The objective of Lot A is to conduct demonstration projects. The contractor shall provide the necessary resources, facilities and support necessary to meet the task orders issued pursuant to Lot A.

SOLICITATION # 693JJ923R000090

Potential task orders issued under lot A will seek to evaluate demonstration activities that involve new or improved law enforcement traffic safety countermeasures and may include, but not all encompassing, the following areas:

Impaired driving, including drug and alcohol impaired driving Aggressive driving Drowsy/fatigued driving Graduated driver licensing laws Motorcycle safety Occupant protection Pedestrian safety Speeding and speed management Distracted driving Driver Education Or other priority areas as substantiated and evidenced through relevant data

Examples of Lot A projects would include task orders based upon data-driven and evidence-based methods to develop traffic safety initiatives and countermeasures in areas such as:

• Developing and conducting a demonstration project related to practices and guidance for automated enforcement.

• Developing and evaluating innovative traffic safety countermeasures to address identified priorities such as impaired driving, speeding, occupant protection, traffic law enforcement, distracted driving, or other.

LOT B: Education and Training Efforts

The objective of Lot B is to research, develop, and deliver education and training efforts to the traffic safety enforcement community (i.e., law enforcement or other regulatory enforcement efforts).

Potential task orders issued under lot B will seek education and training efforts that address the needs of the enforcement community (i.e., law enforcement or other regulatory enforcement efforts) and may include, but not all encompassing, the following areas:

Impaired driving, including drug and alcohol impaired driving Occupant protection Speeding Distracted driving Driver education Pedestrian and bicycle safety, including bicycle helmet usage Or other priority areas as substantiated and evidenced through relevant data

Examples of a Lot B projects would include task orders based upon data-driven and evidence-based methods to develop training, including materials and curricula, and deliver training in areas such as:

• Impaired driving (e.g., drug effects, toxicology, adjudication, techniques to determine
