Title: Uniform Tire Quality Grading Standards – Base Course Wear Rate Testing RFP Solicitation Number - 693JJ923R000084

SECTION L - INSTRUCTIONS, CONDITIONS, AND NOTICES TO THE OFFERORS

OR RESPONDENTS

L.1 PROPOSAL DELIVERY

1) Questions: All questions concerning the RFP shall be submitted electronically to the attention of Sheu Mojeed, Contract Specialist, via email at Sheu.Mojeed@dot.gov and nhtsaOAM@dot.gov no later than 11:00 AM Eastern Time, November 28, 2022 in order for responses to questions to be conveyed in a timely manner. No telephone requests will be entertained. Responses to questions will be posted on www.beta.sam.gov as an amendment to the solicitation. Offerors shall include RFP Number 693JJ923R000084 in the subject line. Offerors shall submit questions in the form of an electronic file attachment in Microsoft Word format (compatible with version 2016) and shall include at a minimum, company name, address, point of contact, phone number and identification of the paragraph or subparagraph within this RFP from where the question originated.

2) Offerors shall acknowledge receipt of all amendments, if any, to the Solicitation.

Accordingly, Offerors should observe Block 14 of the Standard Form 33, Offer of Award, for guidance on this requirement.

Amendment or Cancellation of Solicitation: NHTSA reserves the right to amend or cancel this solicitation as necessary to meet NHTSA requirements.

Communication: Until a formal notice of award is issued, no communication by the Government either written or oral shall be interpreted as a promise that an award will be made.

When/Where/How Many to Submit: Each Offeror shall submit their technical and business proposals per instructions outlined in Section L.8 (Proposal Content) to Sheu Mojeed at the e-mail addresses below. The Proposals are due no later than 12:00 PM Eastern Time, Monday December 12, 2022.

Proposals shall be e-mailed to Sheu Mojeed at Sheu.Mojeed@dot.gov and nhtsaOAM@dot.gov .
