The agency develops, promotes and implements effective educational, engineering and enforcement programs with the goal of ending preventable tragedies and reducing economic costs associated with vehicle use and highway travel. NHTSA’s Office of Defects Investigation (ODI) is responsible for identifying vehicle safety defects. Services Sought

The purpose of this SOW is to acquire an online browser based parts diagramming support services, that will increase efficiency for ODI investigators and engineers across all pre-investigative evaluations and investigative actions.

Technical contextual information for Level 1 vehicle complaints will enable a better understanding of complainants who do not have the technical ability to correctly identify problematic components, allowing ODI screening to correctly disposition complaints.

Comprehensive technical information of vehicle systems and components will also enable ODI screening to better gauge the safety risk of Level 2 complaints, which often require a deeper understanding of the associated systems underlying an alleged defect. Background knowledge of subject vehicles can also aid in current investigative pursuits by enabling the drafting of more informed Information Request letters and identifying similar components/technology on contemporary vehicles for a product comparison. More broadly, the technical benchmarking of all-new and refreshed vehicles enables the investigator to be aware of emerging vehicle technologies to reduce any knowledge gap between ODI and OEM/Suppliers.
