Level Vehicle Data/Statistics to Support NHTSA Database and Analysis 08/13/2021
Section B.2.1, “Year One Contract-Level, Known Requirements”
Question 1: Can all data be delivered in a single file?
Answer:
Yes, if all the information required is contained on the single file so NHTSA can separate into required files. This would require information like Vehicle type, GVW, New vs. Used, State, etc. be on the single file.
Question 2: Can all vehicle types (GVW & motorcycle) be combined?
Yes, if information required is contained on combined file so NHTSA can separate into the specified vehicle types. This would require vehicle type and GVW data elements be on the single file.
Question 3: Can New & used be combined?
Yes, if information is contained on combined file so NHTSA can separate into new and used cars and light trucks. This would require Vehicle Type, GVW, and New vs. Used data elements be on the single file.
Question 4: State & National – can deliver as one file which user can aggregate to national. Is that sufficient?
Yes, if NHTSA can separate the data for a particular state and the NHTSA can combined the data for all states to get national total. This would require Vehicle Type, GVW, New vs. Used, and State data elements be on the single file.
Section C.3, “GENERAL REQUIREMENTS”
Question 5: Is full VIN expected on registration?
The full VIN is not required on the registration data required in C.4.2.1 - C.4.2.4. However, the full VIN would be required for Potential Task Order described in C.5.2.
Question 6: Regarding crash data, aside from the registration, is there additional processing with records being submitted for append (reference to obtaining VIN in cases of no VIN)?
NHTSA collect a nationally representative sample of police-reported crashes involving all types of motor vehicles, pedestrians, and cyclists, ranging from property-damage-only crashes to those that result in fatalities, known as the Crash Report Sampling System (CRSS). CRSS data elements are a subset of the data elements on each State’s Police Crash Report, but not all State’s collect VIN on the crash report. In potential task order C.5.2, NHTSA would provide the license plate number and state of registration for vehicles with missing VINs in CRSS, about 10,000 - 15,100 annually and request the offeror provide the full 17-character VINs for these vehicles.
Question 7: What is being sent and what specifically is being appended regarding the vehicle?
In potential task order C.5.2, NHTSA would provide the license plate number and state of registration for vehicles with missing VINs in CRSS. Using the provided information and registration data, the offeror shall provide the full 17-character VIN.
Question 8: If requesting VIN, what are input fields and what is permissible purpose to obtain VIN?
In potential task order C.5.2, NHTSA would provide the license plate number and state of registration for vehicles with missing VINs in CRSS. Using the provided information and registration data, the offeror shall provide the full 17-character VIN. NHTSA will add the first 12 digits of the VINs returned to CRSS and decode the VIN to add VIN decoded data elements to CRSS.
Section C.4.2.1-4, “National and State Level Motor Vehicle Statistical Data”
Question 9: Please clarify if this is registration data or vehicles in operation (all vehicles in the road)?
The language I see in that says “registered in the US in operation” while some just say “registered in US”.
This is registration data, vehicles registered in the US.
Question 10: Would an “as of date” report and a time range deliverable be sufficient?
Delivery dates and time ranges are established in the Section F.4
Question 11: Confirm if this is all vehicles registered during the 6-month deliverable, or is this all vehicles registered delivered on a monthly basis or 6-month aggregate for all deliverables?
The requirements for C.4.2.2 (new cars, SUVs, vans, and pickup trucks registered in the US during the January through June and July through December) require monthly counts for the calendar year.
Section C.4.2.4, “National Level Registration Data for Medium and Heavy Vehicles with GVW”
Question 12: Can NHTSA clarify the reference to carrier type for GVW 3-8? Define “carrier type” and provide sample values of carrier type.
GVW classes 3-8 are as follows:
Truck Class Weight in pounds Class 3 10,001 – 14,000 Class 4 14,001 – 16,000 Class 5 16,001 – 19,500 Class 6 19,501 – 26,000 Class 7 26,001 – 33,000 Class 8 33,001 and above
A motor carrier transports passengers or property for compensation. Carrier type has attributes like for hire, private, leased, local government, state government, utilities, dealer, individual, etc.
Question 13: Should the complete data set referenced in Section C.4.2 include “vehicle type” in the data set?
Yes, ‘vehicle type’ should be included as a data element in Data Sets described in Sections C.4.2.1 and C.4.2.2.
Section L.7, “Proposal Content”
Question 14: The RFP states that #3- Section J- List of Attachments to include the subcontractor checklist and a small business subcontracting plan. Under L.10, Part III: 52.219-9 Small Business Subcontracting Plan, it states to only include the plan for contracts that are expected to exceed $700,000. Please clarify that this is only expected on contracts to exceed $700,000 (and if so, is that referring to the total cost across option years)?
Yes, this refers to total costs for all years, to include Option Years.
Question 15: Can you state if proposals that are utilizing a small business partner are getting partiality?
No, proposals with small business partners will not get partiality.
Section L.10 PRICE/BUSINESS PROPOSAL INSTRUCTIONS “In developing its Small Business Plan, the Offeror shall consider the goals listed above and shall refer to the requirements prescribed in Part 19.704 “Subcontracting Plan Requirements” of the Federal Acquisition Regulation. As stipulated in Alternate II of FAR Clause 52.219-9, the Offeror shall submit its subcontracting plan as part of its initial offer. Prior to award of this contract, the contractor must submit and negotiate, in good faith, an acceptable small business subcontracting plan”.
Question 16: Question: Is a Small Business Subcontracting Plan required if a small disadvantaged business (e.g., Economically Disadvantaged Women-Owned Small Business (EDWOSB)) is proposing to be the primary contractor?
