Statement of Work
U.S. Department of Transportation (US DOT)
National Highway Traffic Safety Administration (NHTSA)
SECTION C – DESCRIPTION, SPECIFICATION, WORK STATEMENT
STATEMENT OF WORK
C.1 Introduction/Background
The National Highway Traffic Safety Administration (NHTSA) of the Department of Transportation (DOT) is executing a series of initiatives intended to bring about significant change to the agency’s organization, business processes, and technological capabilities. By undergoing these change initiatives, NHTSA endeavors to take a more proactive approach in working with the automotive industry to better protect the lives and safety of millions worldwide and to maintain and enhance NHTSA’s reputation as the recognized world leader in ensuring automotive safety.
Past internal process reviews and audits by the Office of Inspector General (OIG) and Government Accountability Office (GAO) identified the need for the Office of Defects Investigation (ODI) to enhance the existing processes and procedures to improve the collection of vehicle safety data, enhance transparency and accountability, provide specific guidance on the amount and type of information required to open an investigation, and better document justifications for investigative decisions. To respond, ODI established and implemented process changes and enhancements to its defects investigation process.
Additionally, NHTSA’s mission to save lives, prevent injuries and reduce traffic-related health care and other economic cost. The agency develops, promotes, and implements effective educational, engineering and enforcement programs with the goal of ending preventable tragedies and reducing economic costs associated with vehicle use and highway travel.
NHTSA’s Office of Defects Investigation (ODI) is responsible for identifying vehicle safety defects. This is done by analyzing data received from numerous sources including consumer complaints, tips, and referrals, and manufacturer submitted data such as warranty claims, death and injury reports, and manufacturer communications and technical service bulletins.
ODI is seeking to obtain a web-based subscription service from Biospatial which will provide us with the ability to query aggregate crash statistics from both Emergency Management Services (EMS) data and Motor Vehicle Crashes (MVC) records. This subscription service e will give our team the ability to not only investigate injury severity, but also provide detail related to the specific vehicle involved in the crash. Biospatial’s subscription service will provide our team with the ability to investigate crash and injury statistics by vehicle type, make, and model relative to peers, along with time and geography.
ODI intends to utilize Biospatial’s web-based subscription service to better learn of vehicle crashes, their reported causes, and also injury data that has not been available to ODI before now. This data will aid the general public, ensuring defect investigations are supplied with the most robust crash data available.
The Biospatial subscription service is a fully operational, secure, cloud-based multi-source data hosting, analytics and reporting platform with data from more than 17 full US States, 11 partial US states, and serving over 500 users and over 150 distinct organizations spanning Federal, state, and local levels. The Biospatial Platform was initially developed to serve an ongoing syndromic surveillance mission within the US Department of Homeland Security using Emergency Medical Services (EMS) electronic patient care reports (ePCR) as a rich, foundational data source. Biospatial has since expanded its mission scope by linking EMS records with other data sources such as Motor Vehicle Crash (MVC) reports and trauma registry data to provide detailed insights that are highly relevant to the Safety Data Initiative including:
• The nature of crash incidents, including causes and related events (e.g., passenger ejections, distracted driving, etc.);
• The type and severity of injuries sustained by crash victims;
• Injury and crash event statistics as a function of vehicle type, make, and model;
• Patient outcome data, including crash event details and patient demographics;
• Geospatial event analysis, including time, place, trends, environmental conditions, and critical infrastructure.
C.2 Objectives
The objective of this Statement of Work (SOW) is to outline the need that ODI will fulfill by entering into this agreement with Biospatial (contractor).
• The contractor shall provide a web-based subscription service that will be easily accessible via DOT approved web browsers, using standard HTTPS protocols, to ODI internal users.
• The contractor shall provide linked EMS and MVC records for the State of Florida, and any new states that make their traffic data available to Biospatial within the period of performance.
• The contractor shall provide access via our web browsers to its MVC Dashboard, Vehicle Safety Dashboard, and alerting services for up to twenty (20) NHTSA ODI users.
• Biospatial will also provide optional development and customer support activities to enhance the Biospatial Automotive Safety analytics and tools to optimize their utility within the ODI workflow.
C.3 Purpose
The purpose of this Statement of Work is to acquire a web-based subscription service from Biospatial that will allow ODI to query aggregate crash statistics from both Emergency Management Services and Motor Vehicle Crash data. Access to this data will allow ODI to investigate injury severity, patient demographics, along with events associated with vehicle crashes. This subscription service will enhance ODI’s workflow by providing our investigators with data that only provides crash and injury statistics, but also this data by the type, make, model and peer to peer factor associated with vehicles, along with time and location of crashes.

C.3.1 Optional Workflow Optimization
Biospatial will provide development and customer support activities to integrate into and optimize for the ODI workflow/tools. It is anticipated that these integration activities could include refining our back-end analytics and/or enhancing our front-end user interface based on interactions with ODI. The Biospatial Senior Program Manager for Customer Technical Support will be the primary point of contact for integration and technical support and will work directly with ODI to better understand their mission, workflow, and analytic needs. The Senior Developer will implement the necessary software updates to support workflow enhancements.
C.4 Specific Requirements
The contractor shall perform the following specific requirements:
Task C.4.1 Kick off Meeting
