SECTION C – DESCRIPTION, SPECIFICATIONS, WORK STATEMENT

C.1 BACKGROUND

The New Car Assessment Program (NCAP) is a consumer information program. Its major goals are to: (1) provide consumers with relative safety ratings information to assist them in their vehicle purchasing decisions and (2) use market forces to motivate automobile manufacturers to design vehicles to a higher level of occupant protection. To accomplish these goals, the National Highway

Traffic Safety Administration (NHTSA) releases NCAP test results to the public as quickly as possible after vehicles are tested so that consumers can use this information when selecting a new vehicle to purchase. Federal law requires new passenger vehicles to be labeled with safety ratings information published by NHTSA. The work described herein will allow NCAP to meet the Federal requirements by generating the test data that will be used to assign side MDB and side pole crash ratings to new vehicles.

Child Restraint System (CRS) research testing; qualification testing for the full range of test dummies identified in the test procedures; Side Air Bag Out-of-Position (SAB-OOP) testing; test instrumentation calibration; and post-test restraints deactivation activities.

C.4 TEST PROCEDURE (SCOPE OF WORK)

C.4.1 Kick Off Meeting

Within two (2) weeks of contract award, key members of the Contractor’s staff shall meet with the

NHTSA COR, Contracting Officer, and other interested NHTSA staff for the purposes of a kick-off meeting. The meeting will be held via conference call and last from one (1) to two (2) hours. The purpose of the kick-off meeting is to:

a. Review contractual matters, including terms and conditions of the Contract and the process for issuing Delivery Orders;

b. Review the Statement of Work and Milestones and Deliverables to ensure a common understanding of the general requirements; and

c. Address questions from any party.

C.4.2 Laboratory Test Procedure

The Contractor shall perform side impact MDB and side pole impact crash tests on production vehicles, and all supporting dummy, equipment, and instrumentation qualification tests and calibrations, in accordance with the attached NCAP Side MDB Test Procedure and NCAP Side Pole

Test Procedure. These test procedures are derived from the FMVSS No. 214, “Side impact protection,” 54 km/h (33.5 mph) side impact MDB test and 32 km/h (20 mph) oblique pole impact

Full-Scale Vehicle Side Impact Moving Deformable Barrier Testing, Full-Scale Vehicle Side Pole Barrier test, and include FMVSS No. 301, “Fuel system integrity,” and FMVSS No. 305, “Electric-powered vehicles: electrolyte spillage and electrical shock protection,” indicant tests.

For any side impact NCAP test, the COR may require additional cameras, instrumentation, and/or dummy qualification tests beyond those required in the NCAP Side MDB Test Procedure or NCAP

Side Pole Test Procedure. Furthermore, at the request of the COR, additional test dummies and/or child restraint systems may be required to be installed in other seating position(s) in any side impact

NCAP test (any request that impacts price, schedule or delivery shall be authorized by the Contracting

Officer).

Following the completion of any side impact NCAP test, the COR may require the Contractor to perform Side Air Bag Out-of-Position (SAB-OOP) testing in accordance with the attached SAB-OOP

Test Procedure (any request that impacts price, schedule or delivery shall be authorized by the

Contracting Officer) .

All applicable test procedures are included in Section J, Lists of Exhibits, Documents, and Other

Attachments. The agency updates the required testing procedures periodically (usually on an annual basis). The Contractor shall be required to conduct testing using any updated testing procedures in place at the time of testing. The COR will provide the Contractor with any updated test procedures.

C.5 STORAGE OF TEST VEHICLE, PARTS, COMPONENTS OR EQUIPMENT

No test items shall be destroyed or disposed of until authorized by the COR. All test vehicles, whether crash-tested or awaiting testing, and other test parts, components, or equipment, whether provided as government furnished property (GFP) or contractor acquired property (CAP), shall be stored and protected until receipt of disposition instructions from the COR. These provisions shall survive the termination or expiration of the contract or final delivery order until all test items remaining in the possession of the Contractor have been disposed of in accordance with instructions from the COR.

C.6 MEASUREMENT AND TEST EQUIPMENT

All measurement and test equipment used in the performance of services under this contract shall be labeled with the following information:

(1) date and place of last calibration;

(2) date of next scheduled calibration;

(3) name of technician or commercial business performing the calibration;
