SECTION C DESCRIPTION/SPECS./WORK STATEMENT
C.1 INTRODUCTION
The National Highway Traffic Safety Administration (NHTSA) is an agency of the U.S. Department of
Transportation (DOT). NHTSA’s mission is to save lives, prevent injuries and reduce traffic-related health care and other economic costs. The agency develops, promotes and implements effective educational, engineering and enforcement programs with the goal of ending preventable tragedies and reducing economic costs associated with vehicle use and highway travel.
NHTSA’s Office of Emergency Medical Services’ (OEMS) mission is to reduce death and disability by providing leadership and coordination to the Emergency Medical Services (EMS) community in assessing, planning, developing, and promoting comprehensive, evidence-based emergency medical services and 9-1-1 systems.
A key component to this mission is EMS education. NHTSA’s OEMS is dedicated to promoting a sufficient, stable, and well-trained EMS workforce, as well as enhancing the health and safety of all EMS providers. To this end, OEMS supports workforce research and develops resources designed specifically for EMS providers.
C.2 BACKGORUND
In 2000, NHTSA released the National EMS Education Agenda for the Future: A Systems Approach
(Education Agenda). The Education Agenda lays out a vision for helping the EMS education system align with other health professions and enhances the professional credibility of EMS practitioners. It defines an EMS education system that is national in scope while being responsive to local needs – fostering consistency of provider levels across political jurisdictions.
The Education Agenda includes five major components: National EMS Core Content (Core Content, published in 2005); National EMS Scope of Practice Model (Scope Model, published in 2007 and currently being revised); National EMS Education Standards (Standards, published in 2009); National
EMS Education Program Accreditation (Accreditation); and, National EMS Certification (Certification).
The 2009 Standards, produced via Cooperative Agreement between NHTSA and the National
Association of EMS Educators (NAEMSE), followed a consensus based process and created Standards plus Instructional Guidelines (IG) for the four, formal levels of EMS personnel – Emergency Medical
Responder (EMR), Emergency Medical Technician (EMT), Advanced EMT (AEMT) and Paramedic.
The Standards and IGs included entry-level skills and knowledge.
Today, the Standards are still being used by EMS education institutions and the textbook publishers.
With the revision of the Scope Model due to be completed by September 2018, it’ll be an opportune time for NHTSA to immediately kick-off the revision of the Standards which are based on the Scope Model.
NHTSA wants to have this project awarded and ready to begin by the end of August to allow some overlap between the Scope Model revision and this effort.
In 2012, NHTSA tasked the National EMS Advisory Council (NEMSAC) to revisit the Education
Agenda to identify any minimal updates since the Education Agenda and its components were successfully developed and implemented. In late 2014, NEMSAC presented NHTSA with its final recommendations. One of the recommendations calls for revising the Standards on a periodic basis to remain up to date with medical practice and science. It also reinforced, like the 2000 Education Agenda before it, that EMS educators lead the revision process with input from the rest of the EMS community.
Though there is currently only one national EMS organization that represents EMS educators –
NAEMSE.
C.3 OBJECTIVES
The objective of this contract is to take the results of the recently revised 2018 Scope Model and incorporate the changes into the Standards (https://www.ems.gov/pdf/education/EMS-Education-for-the-
Future-A-Systems-Approach/National_EMS_Education_Standards.pdf) and possibly the IG for all levels of EMS personnel. The current IGs are:

Instructional-Guidelines/EMR_Instructional_Guidelines.pdf
EMT - https://www.ems.gov/pdf/education/National-EMS-Education-Standards-and-

AEMT - https://www.ems.gov/pdf/education/National-EMS-Education-Standards-and-
Instructional-Guidelines/ADV_EMT_Instructional_Guidelines.pdf
Paramedic - https://www.ems.gov/pdf/education/National-EMS-Education-Standards-and-
Instructional-Guidelines/Paramedic_Instructional_Guidelines.pdf
C.4 GENERAL REQUIREMENTS
The Contractor shall furnish the necessary personnel, equipment and facilities, and otherwise perform all things necessary for, or incidental to, the performance of work (the accomplishments of specific requirements) set for the below:
EMS practitioners and their medical directors want to give their patients the best possible care. To do this, they need to keep up to date with the evolving body of scientific research and combine this scientific knowledge with their own clinical experience and each individual patient's circumstances and preferences.
The Contractor shall utilize the 2018 Scope Model; reference any existing Evidence-Based Guidelines processes; and, coordinate with the NASEMSO Model Clinical Guidelines group.
While necessary to ensure consistency with the 2000 EMS Education Agenda for the Future and the 2018
Scope Model, it is essential that revisions to the Standards be developed in the spirit of teamwork with appropriate EMS stakeholder involvement. The contractor shall propose a plan for getting widespread
EMS community input and buy-in on drafts of the Standards and the final product before submitting to
NHTSA.
