Title: NHTSA Occupant Protection Use Surveys: NOPUS and NSUBS

Questions and Responses

1. Section B.4.1.2 CPFF Estimated Hourly Rates (p4) states, “These rates shall be the basis upon which the contractor shall prepare its labor cost proposals for Cost Plus Fixed Fee Task Orders.” We understand that the unloaded hourly labor rates we will submit in response to this solicitation represent our current best estimate of labor costs for the indicated period of performance. However, when DOT issues CPFF task orders, we will provide our then current best estimate of costs consistent with the projected period of performance of the task order (which may differ from the rates submitted with this proposal). Conversely, DOT will fix the fully-loaded hourly rates referenced in section B.4.1.1 FFP Hourly Rates for the period of the contract and we will use them when proposing on Firm Fixed Price task orders. Please confirm that our assumptions are correct.

NHTSA Response: Your interpretation is accurate.

2. F.2 Period of Performance (p31) states that the Base Period covers the first 2 years of the contract. This contradicts the SF 33, which lists a base year and four option years. Which is correct?

NHTSA Response: The Period of Performance as described in Section F.2 is correct. Please see the amended SF 33.

3. Section L.7.a (p77) states that Standard Form 33 must be unbound with an original signature.

Can a signed Standard Form 33 be submitted via email as part of the Cost/Business Proposal?

NHTSA Response: Yes. L.1, Proposal Delivery, specifies that proposals shall be submitted electronically via email. The signed SF-33 shall be submitted as part of the proposal Volume II (Cost/Business Proposal).

4. Section L.9 (p78) indicates that, “the technical proposal shall be limited to 50 pages using a body text font of 12pt Times New Roman.”

a. Can a different font and smaller point size be used for tables, figures, and exhibits?

Yes. NHTSA will accept alternative fonts, with a point size no smaller than 10pt, for tables, figures, and exhibits to ensure legibility of content.

b. Are the title page and cover letter outside the 50-page limit? Yes. The title page and cover letter are not included in the 50-page limit.

c. Can we submit project descriptions in an appendix? Yes. However, please note that Offeror’s proposals should be concise. Overly elaborate proposals are neither requested nor desired.

NHTSA Response: Please see embedded notes above
