693JJ6-19-Q-000006 Answers to Solicitation Questions
Expert Railroad Operations Support to Develop Standards and Metrics
1. Question: Can you have a team member on the team that is not a small business?
Answer: Since this is a “small business set-aside”, the award will be made to small business.
Provided that the small business will perform the majority of the work, it is not the government’s concern whether a member of an offeror’s team is not a small business.
2. Question: Could you please tell me if the Combined Synopsis/Solicitation posted as solicitation number 693JJ619Q000006 on FBO contains requirements similar to any work performed currently or in the past, or will this be a new requirement. If possible, can you please provide the most recent contract or task order number?
Answer: This is a new requirement.
3. Question: We are preparing our proposal for RFQ-693JJ6-19-Q-000006 Expert Railroad Operations Support. I wanted to clarify how you would like this bid, i.e. T&M, CPFF, or FFP. The SOW states “Offerors shall provide a labor hour quotation with proposed direct labor hours and loaded direct labor rates to perform the SOW tasks.” This indicates T&M to us, but we want to ensure we bid this to the FRA’s preference.
Answer: Yes, the cost proposal should be T&M.
