PTC Inspector Training Course
1.0 Introduction
This document describes the required work for a project delivering 12 training courses intended for approximately 110 FRA Office of Safety S&TC Inspectors, both Federal and State.
2.0 Background
In response to the Rail Safety Improvement Act of 2008 (RSIA ’08), the US railroad industry has been working on the specification, development, and implementation of PTC. As part of this effort, FRA Office of Safety has issued regulations which detail the required functionality and performance of PTC systems as well as how they are implemented and certified. As this technology is new to the industry, FRA regional inspectors will require training on the specifics of the systems to be able to perform their duties in ensuring the systems are compliant with the regulations.
PTC systems in use today are the Incremental Train Control (ITC), Advanced Civil Speed Enforcement System (ACSES), and the Interoperable Electronic Train Management System (I-ETMS) Objectives The objectives of this project are to:
| Deliver multiple PTC technical training courses to FRA Office of Safety S&TC inspectors from FRA regional staff and the associated State S&TC inspectors |
| These courses will include a three-day PTC overview course taught by contractor. |
4.0 Project Location
The project will be carried out by the contractor at their training facility of choice. (Must be near airport) Major tasks described in detail below. Additional tasks may be developed and funded at a later time.
Task 1 – Project Management The contractor will provide Project Management and Logistical Support Services. This includes application of resources (knowledge, skills, tools, techniques, and funding) to project activities to complete the objectives of the training on time and within budget. The primary sub-tasks are:
Project Management
| Manage budgets, schedules, and payments. |
| Conduct regular status meetings with the TTSD. |
Task 2 – Delivery of training courses and field exercises
| Prepare the classroom facilities and field demonstration locations for students. |
| Provide classroom instruction to FRA Federal and State S&TC Inspectors as part of the three-day PTC I-ETMS course. |
| Provide hands on demonstrations to FRA Federal and State S&TC Inspectors as part of the three-day PTC I-ETMS course. |
| Provide the classroom and training props for the three-day PTC I-ETMS course, including any transportation of the students around their facility. |
| Provide instruction for the demonstrations to FRA Federal and State S&TC Inspectors in support of the three-day PTC I-ETMS course. |
| Provide classroom equipment required for the three-day PTC I-ETMS course. |
6.0 Project Schedule and Deliverables
The period of performance for this contract is 12 months upon initiation of the project (tentatively scheduled to begin around January 1, 2019). The deliverables associated with this Contract are listed below. The contractor must achieve these deliverables in order to receive payment and for the project to be considered complete.
DELIVERABLES
Task 1 - Project Management Prepare and deliver Monthly Progress Reports in standard one-page FRA format
Task 2 - Delivery of training courses and field exercises
| Roster of class participants, sent to the COR and TTSD. |
| Certificate of Completion to participating students |
Task 3 – Feedback Report to Office of Safety Final Deliverable - A feedback report detailing total number of students trained, problems and solutions incurred and recommendations for future training courses that would benefit the FRA and the railroad industry.

8.0 Project Coordination
All tasks required for this project shall be performed through a coordinated process between TTSD and contractor..
