About this file
This is a Questions and Answers document for RFQ 693JJ326Q000012, a Multi-Phase Study to Examine Long-Term Applicability and Transferability of Crash Modification Factors — Phase I, issued by the Federal Highway Administration (FHWA).
The document clarifies key solicitation requirements and evaluation criteria. Newly formed small businesses without three recent contract references may receive a neutral past performance rating or may substitute work artifacts such as working software and published analyses to demonstrate technical and managerial capabilities. The period of performance is 24 months from the date of award, superseding conflicting language stating 18 months elsewhere in the RFQ. The number of states that will proceed into Task 4 following Task 3 contact and documentation will be determined based on findings and discussed with FHWA at the conclusion of Task 3, rather than being predetermined. The NAICS code 336110 – Automobile and Light Duty Motor Vehicle Manufacturing (size standard 1,500 employees) is confirmed as intentional. Technical quotations are limited to a maximum of 8 pages using font size 12 and standard 1-inch margins, with no page limit for past performance references. The total contract price does not exceed the Simplified Acquisition Threshold (SAT), and no specific estimated dollar value was provided.

Questions and Answers: 693JJ326Q000012
1. Ref. Part I, item 3 (Past Performance References) and item 6 (Evaluation of Quotations) of RFQ 693JJ326Q000012, Multi-Phase Study to Examine Long-Term Applicability and Transferability of Crash Modification Factors — Phase I: where a quoter is a newly formed small business without three recent contract references, will the Government evaluate the Past Performance factor as neutral (consistent with the principle of FAR 15.305(a)(2)(iv)), and/or accept work artifacts (for example, working software and published analyses) as substitute evidence of capability?
Yes, that may be acceptable, provided that working software and published analyses are provided to demonstrate the technical and managerial capabilities required to complete the work to the standard outlined in their quote.
2. Past performance: Will the Government evaluate quotations from firms that cannot provide three past-performance references within the last two years - for example, by assigning a neutral past-performance rating to quoters without a record of relevant past performance? See response above.
3. 2. Period of performance: Part I states that all work must be performed within 18 months from the effective date of award, while PWS Section 2.0 states a period of performance of 24 months from date of award. Could the Government confirm which period controls?
It should be 24 months.
4. Please clarify the period of performance. At the top of page 3 and schedule of service on page 5 of the RFQ mention 18 months, while Period of Performance section on page 11 mentions 24 months.
It should be 24 months.
5. Does the government have a minimum number of States it expects to proceed into Task 4 after contact and documentation in Task 3, or will an acceptable number be discussed with FHWA based on the findings/at the conclusion of Task 3?
The number of States proceeding into Task 4 will be discussed with FHWA based on the findings/at the conclusion of Task 3.
6. Please confirm the “NAICS 336110 – Automobile and Light Duty Motor Vehicle Manufacturing (size standard is 1,500 employees)” is intentional and accurate. Does this have any conflicts with the “FULL AND OPEN COMPETITION” nature of this RFQ.
Yes. NAICS 336110 – Automobile and Light Duty Motor Vehicle Manufacturing (size standard is 1,500 employees) is confirmed.
7. The RFQ does not include a page limitation for the response (other than the 10MB file size). Please confirm if there is a page limit to the response.
