About this file
This document is a Questions and Answers (Q&A) file for the Exploratory Advanced Research (EAR) Program Broad Agency Announcement (BAA), Solicitation Number HRTM30250004PR. The Q&A addresses technical and procedural inquiries related to proposal submission, including formatting requirements (1-inch margins, 12-point Times New Roman font, 25-page limit for Volume I), subcontracting plan requirements, and research background. Key submission details include a full proposal due date of noon on January 7, 2026, and the solicitation is hosted on SAM.gov. The Federal Highway Administration (FHWA) clarifies that proposers must use their own data sources, as FHWA is not providing specific project documentation beyond publicly available published reports, and data quality and completeness may vary by agency.

# Reference: Paragraph/Sentence Question Answer
1 693JJ3-26-BAA-0002, page 10, 2nd paragraph states “Proposal documents are subject to formatting requirements in instructions. There is a
25-page limit for Volume I only.”
However, there are no other formatting requirements. What is the font size and page margins? Line spacing?
1 inch page margins and 12-point font Times New Roman.
2 693JJ3-26-BAA-0002, Section 3.3.5 requires a subcontracting plan for projects with budgets exceeding $900K.
If we have a consultant (i.e., sole proprietor) in our team, do we still need a subcontracting plan, or we are exempt?
Not required if small business. Required for proposals of $900,000 or more and other than small business.
3 N/A Has the basic research as per TRL levels 1 & 2 already been completed?
FHWA scanning suggests that enabling research provides adequate foundation at the TRL 2 level.
4 N/A Do we have access to an overview of said data for our proposal? FHWA is not providing data. Proposers are welcome to use relevant data found on data.transportation.gov or from other sources.
5 N/A Can you please define how much access we would have to the past projects and operations, and assessment data if awarded?
FHWA is not providing documentation from past projects other than publically available published reports.
6 N/A Are there any specific areas within section B (Management of assets including pavements and structures working with existing inspection processes and asset management systems and including ancillary assets where there might be limited or missing data on construction design, historical performance, or conditions (traffic loading, weather, extreme events, etc.)) that you could give us particular guidance on/insight into?
Data quality including missing data will vary by agency.
7 N/A I cannot find the 693JJ3-26-BAA-0002 file to look for the details such as ceiling in it.
