About this file
This is a Sources Sought notice from the Federal Highway Administration (FHWA) seeking information from potential contractors to provide technical expertise and support services across four main areas: Design and Traffic Operations, Freight and Transportation Logistics, Intelligent Transportation Systems (ITS), and Transportation Performance Management (TPM). Responses are due by March 4, 2025, and should be submitted electronically to Eleanor Nielsen and Amalia Rodezno.
The FHWA's National Highway Institute (NHI) requires contractors to develop and deliver training courses, including in-person, web-based, and virtual instruction across approximately 250 courses serving 40,000 participants annually. Key requirements include designing courseware, developing distance learning materials, creating instructor guides and workbooks, and providing subject matter experts for course delivery. The notice includes a detailed skills matrix covering specific capabilities needed in each focus area, such as Transportation Systems Management and Operations, Work Zone Management, Traffic Signal Design, Freight Data Analysis, ITS Procurement, and Transportation Performance Management. Respondents must complete a comprehensive questionnaire indicating their capabilities and provide information about their business size classification under NAICS code 611430. The government will use responses to determine procurement method and potential set-aside decisions.

Potential Sources Sought. This is NOT a solicitation for proposals, proposal abstracts, or quotations.
The Federal Highway Administration (FHWA) is conducting a market survey to identify potential sources for a series of anticipated contracts/task order awards. The purpose of this notice is to obtain information for planning purposes, regarding (1) the availability and capability of qualified sources to perform all or some of the work described below; and (2) the size classification of the available and capable sources relative to the North American Industry Classification (NAICS) code for the proposed acquisition.
This notice does not solicit proposals. Responses to this notice are not offers and cannot be accepted by the government to form a binding contract. Additionally, the U.S. Government will not provide reimbursement for any information that may be submitted in response to this sources-sought/market research. Respondents are solely responsible for all expenses with responding to this sources-sought/market research. 3. BACKGROUND
The FHWA Office of Acquisition and Grants Management contemplates multiple awards for Design and Traffic Operations; Freight and Transportation Logistics; Intelligent Transportation Systems
(ITS); and Transportation Performance Management (TPM) course development and course delivery services, with the potential for using different types of contract vehicles, dependent on the results of the market research. The purpose for this SS is to conduct market research to identify potential offerors having an interest in and the resources to accomplish the work. Consideration will be given to identifying small business concerns, including the sub-categories of SDVOSB, HUBZone, 8(a), SDB and woman-owned as well as identifying Best in Class and Spend Under Management solutions as identified in OMB Memorandum M-19-13 and subsequent memos. The result of this market research will contribute to determining the method of procurement.
This document contains a draft scope of work (Section 4 below). Your firm’s response regarding your firm’s experience and capabilities will be used to determine the availability of potential businesses, both large and small, and their capabilities in meeting the Government’s requirement.
4. DRAFT SCOPE OF WORK
A. BACKGROUND
Established by Congress in 1970, the National Highway Institute (NHI) is the training and education arm of the Federal Highway Administration under the United States Department of
Transportation. NHI’s mission is to provide technical training and resource materials to the transportation community. In terms of scope, NHI maintains a training curriculum of approximately 250 courses and presents over 700 training sessions per year to more than
40,000 participants nationwide. To meet the time challenges of customers and reach as many participants as possible, NHI promotes distance learning options, currently NHI uses in-person training, Web-Based Training (WBT), Web Conference Training (WCT), virtual world training (VWT), video conference training (VCT), job aids, and blended learning opportunities and is open to other learning options as they become viable.
NHI course offerings currently covered by expiring ID/IQ contracts in the areas of Design and
Traffic Operations; Freight and Transportation Logistics; Intelligent Transportation Systems
(ITS); and Transportation Performance Management (TPM) may be found under the 131, 134, 136, and 231 course number series. Additional related courses or web-based offerings may be added as needs are defined.
To learn more about NHI and the courses offered, you can visit the following website:
http://www.nhi.fhwa.dot.gov/home.aspx http://www.nhi.fhwa.dot.gov/home.aspx
B. OBJECTIVES
FHWA’S NHI is seeking to identify sources that can provide support services related to:
• Designing and developing courseware for engaging high-level training courses in Design and Traffic Operations; Freight and Transportation Logistics; Intelligent Transportation
Systems (ITS); and Transportation Performance Management (TPM): defining target population characteristics; articulating learning outcomes; explaining instructional strategies and methods; developing subject content, creating participant exercises, incorporating best practices; designing case studies; chunking or sequencing content;
determining instructional time allocations; and developing evaluation strategies.
• Developing and delivering distance-based/virtual training and job aids in Design and
Traffic Operations; Freight and Transportation Logistics; Intelligent Transportation
Systems (ITS); and Transportation Performance Management (TPM).
• Developing or updating an instructor guide, participant workbook, reference manual and visual aids, based on the established principles of instructional systems design (ISD) for courses offered by NHI.
• Identifying and obtaining subject matter experts (SMEs)– preferably with adult education experience- to deliver instructor- led classroom and virtual instructor lead training in
Design and Traffic Operations; Freight and Transportation Logistics; Intelligent
Transportation Systems (ITS); and Transportation Performance Management (TPM), according to NHI standards.
• Incorporating innovation in training development and delivery strategies.
