1The following two statements seem to conflict; please clarify:
•Page 77, Vol. II, Price Proposal, last sentence states “Offerors must submit one table Attachment J.1 Labor Rates Schedule. Separate tables for subcontractors are not permitted.”
•Page 78 Item b. states “Offeror shall complete Attachment J.1, Labor Rate Schedule which shall include a tab for the prime contractor and each proposed subcontractor/consultant.”Please follow the instructions laid out in p.77 instructions - "Offerors must submit one table Attachment J.1 Labor Rates Schedule. Separate tables for subcontractors are not permitted"
2Page 79, (b) NOTE: “… A price analysis report must accompany each named subcontractor/consultant as defined at FAR 15.404-3.”
•Is there a form or a specific format for the price analysis report?There is no specific format required for the price analysis report - Contractor may provide the report in whatever format desired
3The RFP for Solicitation #693JJ234R000010 requests Technical (Vol. I, Part 3) and Price (Vol. II Part 1b) information for Task Order 0001 be submitted as part of the Solicitation #693JJ234R000010 submittal; however, similar information is requested to be submitted in the separate Task Order 0001 solicitation.
•Please confirm we are to submit the Technical and Price information for Task Order 001 within the Solicitation #693JJ234R000010 submittal (due 08/12/2024) before actually submitting Task Order 0001 (due 08/19/2024) or clarify the RFP request.Yes this is confirmed - IDIQ proposals will be due on AUG 12th. Task Order 0001 proposals are not due until April 19th.
4Are Offerors allowed to submit a proposal for the IDIQ if their pursuit of TO 0001 is uncertain given staffing needs, time restrictions, or other immediate concerns? As indicated in the note below, it appears that that a response to TO 0001 is required.
Note #1: Section L.6 ("Proposal Content and Configuration (IDIQ)") of Solicitation 693JJ324R000010 indicates that the Offeror's response to 693JJ324R000010 must include Part III ("Task Order Technical Proposal in response to the SOW for Task Order 0001") in Volume 1 and Part IB ("TO 0001 Price Information") in Volume 2.Responding to TO 0001 proposal is a requirement per RFP Section L.6
5What is the deadline for Solicitation 693JJ324R000010? There appears to be a conflict in the due date for the IDIQ proposal and the TO 0001 proposal.
Note #2: The Solicitation Form for Solicitation 693JJ324R000010 indicates a submittal deadline of August 12th, 2 PM EST. Section 1 ("General Instruction") of Attachment J.2 ("SOW Draft for Task Order 001") indicates a proposal due date of August 19th, 2 PM EST. As TO 0001 appears to be required of offerors, the deadlines conflict.IDIQ proposals will be due on AUG 12th. Task Order 0001 proposals are not due until April 19th.
6What is the page limit for Vol. 1, Part III?
Note #3: Section 1 ("General Instruction") of Attachment J.2 ("SOW Draft for Task Order 001") indicates a page limit of 20 pages. Section L.6 ("Proposal Content and Configuration (IDIQ)") of Solicitation 693JJ324R000010 indicates that Part III ("Task Order Technical Proposal in response to the SOW for Task Order 0001") of Volume 1 is limited to 15 pages. Are the page limits for these intended to be different?The page limit for the Task Order 0001 should be 15 pages per the RFP Section L.6
7What is the TOPR number for TO 0001?
Note #4: Section 1 ("General Instruction") of Attachment J.2 ("SOW Draft for Task Order 001") indicates "The subject line of your email and all correspondence must include the TOPR number found on the cover page." The cover page for Attachment J.2 does not indicate a TOPR number unless it is simply “0001.”You can just put - "TOPR Number 0001"
8For the IDIQ proposal, Part V (Experience) of Volume 1 and Part IV (Past Performance) of Volume 2 seem to be repetitive. Can the FHWA elaborate as to their expectations for the information to be presented in each section? May a project be used to illustrate concepts in both Part V (V1) and Part IV (V2), or does FHWA intend for the list of projects in Part V (V1) and Part IV (V2) to be distinct?The Part V (Experience) is for documenting relevant project experience; Part IV (past performance) is for documenting how well the team (or proposed staff) has performed on relevant work
9We are reviewing the subject RFP and have only one question as below;
-On Page 10, Subject Matter Experts are labeled as “Key Personnel”. Shall the Senior Engineer be also listed as “Key Personnel”?No - a SME may be a Senior Engineer, but only thosed identified as an SME are "Key Personnel"
10Could the government consider extending the proposal due date by at least 3 weeks to allow additional time for proposal preparation?No - at this time the Government will not consider extending the proposal due date past Aug 12th
11Could the government clarify if a response to "Part III - Task Order Technical Proposal in response to the SOW for Task Order 0001" is mandatory and will be evaluated as part of contractor's ID/IQ response?Responding to TO 0001 proposal is a requirement per RFP Section L.6
12If the contractor does not respond to "Part III - Task Order Technical Proposal in response to the SOW for Task Order 0001" section, will their ID/IQ proposal be considered non-responsive?Responding to TO 0001 is a requirement per Section L.6
13Could the government distinguish between "Part V- Experience" and "Part IV- Past Performance" sections of the proposal as both these sections seem to be requiring information on quoter's past projects/performance?See response to question #8
14The RFP for the IDIQ and the SOW for Task Order 0001 have different deadlines for questions and submitting proposal. Can the Government please confirm that these different deadlines are correct?Yes this is confirmed - IDIQ proposals will be due on AUG 12th. Task Order 0001 proposals are not due until April 19th
15The RFP states a page limit of 15 pages for the Task Order 0001 technical proposal whereas the SOW for Task Order 0001 states a page limit of 20 pages for the same. Can the Government please clarify which of the two limits is correct?The page limit for the Task Order 0001 should be 15 pages per the RFP Section L.6
16Page 4 , Item 5 states “The price to perform the work shall be for a Base period of 18 months.” Page 11, 2.0 states “The Period of Performance shall be for 48 months after the effective date of the task order.”

Will you confirm if we are to put together an 18-month schedule or a 48-month schedule? The period of performance for TO 0001 should be 18 months
