About this file
This document contains questions and answers related to a federal contract opportunity for the Federal Highway Administration to purchase a new modular office trailer to be used as the Federal Outdoor Impact Laboratory (FOIL) propulsion system control center, meeting space, offices for technicians, and to house testing equipment.
Key details:
- The FOIL currently uses two 14'x44' trailers, which will be removed and disposed of. A new modular office trailer is required.
- The government confirmed that shipping containers (16'x40') will not be accepted as they do not provide the necessary permanent living conditions and HVAC systems for the crash test equipment.
- There is an incumbent contractor, GMU, whose employees currently office in the existing trailers. The FOIL crew will remove furnishings from the old trailers and move into the new ones.
- No restrooms will be needed in the new modular trailer, as there is no plumbing at the site.
- The Period of Performance will be six (6) months after date of award.
- This is a pre-solicitation notice, and no competitive proposals are being requested at this time.

Vendor Question Government Answer
In efforts to replace the trailers out there, are you willing to utilize shipping containers? The dimensions would be 16'x40' instead of 14'x44'.
No shipping containers. Trailers were chosen for their closer to permanent living conditions which includes the HVAC systems necessary to keep crash test equipment. The smaller size is also an issue as the space is needed to store all of the electronic crash test equipment
Can you tell me if there was an incumbent? If yes can you please provide the incumbent information?
The FOIL day to day operations are contracted out to GMU whose employees office recide in the current trailers. The FOIL crew will remove furnishings from old trailers and move into the new ones after the installation dates are determined. It is expected that both contractors will work together to determine schedule but contractor providing the trailers will not be responsible for this task.
Will there be a need for a restroom in the modular office?
No restrooms will be needed in the modular trailers as there is no plumbing located at site.
