Description of Requirement
I. Scope The Government intends to purchase a forklift used for used to assist with crash test setup and removal at the Federal Outdoor Impact Laboratory (FOIL).
II. Background The 1983 Clark forklift currently used for test setup and dismantling at the FOIL has been deteriorating over time to the point where constant repairs are needed. The forklift was originally purchased by the Structures Laboratory in 1984 and transferred to the FOIL in 2014 when they purchased a new one. Over the last several year multiple repairs totaling over $16,000 (most costly being $10,000 to repair the front braking system in 2021 and $3,400 to overhaul the steering system in 2023) have had to be made to keep the forklift operational.
During the most recent set of repairs conducted by Alliance Equipment the FOIL was informed that due to its age parts for the forklift will soon no longer be available. To remedy the situation, we plan on purchasing a forklift that will replace the current one and better equip us to handle test set up and tear down. Along with several uses within the FOIL, there are many other ways the forklift will assist in other labs within TFHRC).
III. Device Requirements New Equipment ONLY; NO remanufactured or "gray market" items.
Vendor is expected to supply the FOIL with a forklift meeting the following specifications:
• 15,000 Lb. lifting capacity
• Liquid Propane (LPG) driven
• Class IV Hook Type - Standard Taper Forks
• 59” Minimum fork length
• 15’ minimum lift height
• Pneumatic outdoor tires
• Suspension seat with hip restraint
• Front working lights
• Back-up alarm
• Dual back-up mirrors
• Meets OSHA safety requirements
• 24 months/4,000 hr powertrain warranty
IV. Delivery or Period of Performance Delivery of forklift shall be completed by contractor in a timely manner and no later than 7 months from date of award. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination.
V. Place of Performance It shall be delivered to the Federal Outdoor Impact Laboratory which is located at the following physical address:
FHWA Federal Outdoor Impact Laboratory (FOIL) Turner-Fairbank Highway Research Center (TFHRC) 6300 Georgetown Pike McLean, VA 22101
