About this file
This Broad Agency Announcement from the Federal Highway Administration solicits research proposals to advance transportation planning practices that reconnect communities impacted by infrastructure. Proposals are sought to identify new tools, techniques, and approaches through applied research and case studies of projects that have right-sized highways to balance livability and economic development needs. A two-phase submission process involves initial White Papers followed by invited Full Proposals. The objective is to support innovative changes to transportation planning in the United States and assist state, local, regional, Tribal, and metropolitan transportation entities through new practices that equitably reconnect neighborhoods.

693JJ3-24-BAA-0002 Questions and Government Response # Section Paragraph Page Question Government Response
5 2 2.1.1
Is there a process (and/or a need to develop a process) to identify communities in which local/grassroots organizations have already conducted outreach related to retrofitting/addressing the relevant infrastructure? Will priority be given to communities that have already proactively advocated for reconnection (outside of the agency process)?
Many processes have existed at different levels of organization. The RCP/NAE were new programs from BIL and IRA, that can be fit into existing planning process or a standalone process.
FHWA will not make a distinction or give priority to Communities that have already advocated for reconnection versus those that are just beginning the discussion.
5 2 2.1.1
Is there a process (and/or a need to develop a process) to identify conflicts between different stakeholders/agencies? (e.g., between State DOTs and municipalities)
Many processes have existed at different levels of organization.
FHWA encourages the offeror to leverage existing resource and reduce duplication. The Technical Assistance could be to identify and resolve those conflicts.
6 2 2.1.1
In analyzing case studies "where states or local areas have right-sized highways to accommodate livability or economic development needs" are there specific criteria the FHWA has for analyzing the success or failure of these projects?
(e.g., reduction in pedestrian deaths, increased access to jobs, etc.) Or are we to develop these criteria?
No specific criteria. The BAA did not mention developing criteria, but that may be a potential topic.
9 2 2.1.4
Is this initiative being undertaken in conjunction with the FHWA’s development of an “Anti- Displacement Toolkit”?
There’s a brief mention of Anti-Displacement in section 2.1.4, but wanted to make sure we’re not doing redundant research.
No, the “Anti-Displacement” effort was FHWA’s equity initiative partnership with CDC, HUD, EPA.
However, FHWA encourages offeror to leverage existing resource and reduce duplication.
