Question and Answer
1
Given how busy this time of the year with technical conferences and project deadlines and the effort it takes to coordinate with teaming partners to guarantee a well-rounded team, would FHWA consider issuing a one week extension on the proposal deadline? Answer: FHWA is unable to extend the proposal deadline.

On page 10 of 78: It makes reference to the prototype needing to be “Published Adobe Presenter file, in .zip format, that can be uploaded to the Adobe Connect server for review”. Is this required to be in presenter format only, and will this actually be reviewed on Adobe Connect? Page 22 of 78 refers to utilizing Blackboard’s Anthology Ultra LMS.
Answer: For WBTs the Government would expect a SCORM package that could be uploaded and functional in Adobe and Blackboard Ultra or for the course to be written in Blackboard. For WCTs FHWA will be designing courses to use the Blackboard Ultra. Presenter is the software to create SCORM packages from PowerPoints. However, contractors may also use other acceptable software such as Articulate to create WBTs.

On pages 19/20 of 78: The Contractor shall develop courses using gamification and Three-Dimensional (3D) simulations, similar to NHI’s virtual bridge inspection CBT (computer-based training) which is a standalone component that is used as part of a specific NHI training course. Are we able to have access to the Virtual Bridge Inspection CBT stand-alone-component to assess course delivery and content details? Answer: No, but FHWA could demo the course at later date.
4
What platform/system purchases, event licenses, stream hosting services are currently available (or FedRamp approved for AR/VR)?
Answer: The contractor utilized Unity on the Bridge course as the software to develop the VBI and its on its third iteration. There are different software available but it can change over time. The task order would provide the specifications and requirements to be satisfied.
5
What are the current equipment development requirements? What headset is currently being utilized by NHI at this time?
Answer: Once a new task order solicitation is released the Statement of Work or Statement of Objectives will contain equipment requirements and specifications outlined by Government IT Operations for what is FedRamp approved. NHI is currently utilizing the VIVE 3 headsets which are Section 889 approved.
6
On page 20-It was stated that virtual world must operate without the need to connect to the internet or a network. What hardware is currently available to operate the proposed gamification or simulations? How many individualized (stand-alone) systems will be purchased for a particular course or classroom session?
Answer: The headsets and computers crafted with the Unity software have allowed us the ability to not connect to the internet or network as stated within the requirements of the solicitation. Currently, the NHI/FHWA course of 30 might have three to five headsets. However, more could be required in future task order solicitations
7
On page 28-C.7 Requirements for Implementing Section 504 and 508 Standards
Has NHI confirmed that the Virtual Bridge Inspection content developed for AR/VR follows ICT requirements for Section 508 standards?
Answer: Yes.

Can FHWA provide examples and outlines for the components listed in Section C.4 of the RFP? We want to understand FHWA’s expectations relative to content, depth, and breadth so appropriate and adequate subject matter experts can be determined. Answer: Recommend that the proposer review the existing Geotech Courses available at NHI to determine the types and content of courses we teach. https://www.nhi.fhwa.dot.gov/course-search?tab=0&key=geotech&res=1

The evaluation criteria (M.2): is there an implication on the technical evaluation if the proposed offer does not use multiple subcontractors as long as they can demonstrate technical ability?
