This document contains questions and answers regarding solicitation number 693JJ323R000002 for developing, updating, and delivering training for the Federal Highway Administration Structures Program Area. The solicitation seeks proposals to design and deliver instructor-led and online training courses, including migrating content to a new learning management system. Proposers must have sufficient facilities and capabilities to satisfactorily complete the work in a timely manner. No extensions to the submission deadline of February 3, 2023 will be granted. Resumes may include experience from more than five years ago, and proposals should not include QR codes, links, or original hard copies but rather one email attachment per volume under 25 MB. Number Question and Answer 1 Page 9, C.7.1.d Specifications for NHI Training Course and Materials Development
Process. What does the sentence “This will include any macros to source files” mean?
Answer: The government would need the original design source files to allow the government to make changes to source files in future developments/ projects.
2 Page 78, Volume 1, Part 1 - Technical Approach, Item 8. The RFP states consultants must “Demonstrate that Contractor facilities are sufficient to complete the contract requirements satisfactorily and in a timely manner.” What does the government mean by facilities? Is it the government’s intent for selected consultants to host ILT at or on individual firm premises?
Answer: The government wants to ensure that all Contractors have a place of business to conduct all work of any sort for projects in a satisfactory location and that work can be completed within a satisfactory and timely manner. For example, should any meetings, ILTs, pilots and or walkthroughs be hosted at the Contractors facilities, the location needs to have sufficient and appropriate space.
3 Would the government consider extending the submittal deadline by one week to February 3, 2023?
Answer: No
4 For personnel resumes in Volume I Part II, do the projects need to be completed within the last five years?
5 Is it permissible to include QR codes within the proposal response that will provide the reviewers more information on our experience and approach?
6 Is it permissible to include links within the proposal response that will provide the reviewers more information on our experience and approach?
7 On page 25 of 85 of 693JJ323R000002, at the end of the 3rd paragraph, it states "All processes prior to the outlined processes will be voided when the new system is available for use". Obviously, the processes will change with the new LMS but please confirm that the responsibilities of the parties will not change with the new processes for the new LMS.
Answer: Most, if not all, of the Contractor’s responsibilities will remain the same.
The processes and practices however will change with the migration.
With a new Learning Management System (LMS) there will be new processes so the current processes will not focus on the current Course Management System and framework development for courses etc. (SCORM files). The government wants the Contractor to be aware of the migration to a new LMS and be prepared to develop courses/framework compatible to the new platform. This will include the way Web-Conference Trainings (WCTs) are developed as Adobe Connect will not be application used to deliver WCTs.
