About this file
This document contains a Performance Requirements Summary (PRS) and a pre-solicitation notice for Infrastructure Materials Laboratories (IML) Support Services. The PRS outlines four key performance objectives for deliverables, reporting, cooperation with other contractors, and planning. Metrics are provided to measure acceptable performance thresholds for each objective. The pre-solicitation notice seeks proposals for IML support services at the Federal Highway Administration's Turner-Fairbank Highway Research Center. Multiple IDIQ contracts with a 60-month ordering period will be awarded on a small business set-aside basis. Contractors shall conduct research and development projects and tasks to support FHWA's infrastructure mission. Services include general lab support, daily operation and maintenance of test equipment, specimen preparation, materials testing and evaluation, data handling, and documentation for seven IMLs focused on asphalt, pavements, chemistry, coatings, aggregates, concrete, and petrography. The solicitation is expected to be released in March 2022 on sam.gov.
