About this file

This is a Sole Source Justification document for a contract modification extending software engineering support services through a General Services Administration (GSA) Blanket Purchase Agreement (BPA).

The Department of Transportation's Office of the Secretary of Transportation seeks to extend Call Order 693JJ322F00429N under BPA 693JJ319A000013 with Halvik Corp. The extension covers Program Management (PM), Operations and Maintenance (O&M), and Development, Modernization, and Enhancement (DME) services for seven mission-critical applications: Aviation Data Decision System, Case Tracking System, Consumer Complaint Application, Grants Notification System, Legislative Implementation Plan, Rulemaking Management System, and database/programming services for the Office of Civil Rights' General Support System. The modification extends services by up to four months (comprising a two-month base period and one two-month option period) from June 13, 2026 through October 12, 2026. Task 1 provides program management and oversight; Task 2 delivers operations and maintenance activities including systems analysis, change management, and documentation updates; Task 3 supports development and modernization projects such as database modifications and application enhancements. The justification for sole source procurement is based on this being a logical follow-on to a competitively awarded order, with the extension necessary to ensure continuity of critical operations while a new competitive solicitation is finalized among other Software Engineering Support Services (SWES) BPA holders. The extension allows adequate transition time and mitigates risks of service interruption and financial burden that would result from switching contractors during this interim period. The document was signed and approved on June 9-11, 2026.

Department of Transportation Federal Highway Administration

Office of Acquisition and Grants Management

BPA 693JJ319A000013, CALL ORDER 693JJ322F00429N

The Department of Transportation (DOT) makes this for orders pursuant to General Services Acquisition Manual (GSAM) 538.7104-3.

i.) Identification of Agency and Contracting Activity:

Program Office:

Office of Applications and Digital Solutions Office of the Secretary of Transportation 1200 New Jersey Avenue, SE Washington, D.C. 20590

Contracting Activity:

Office of Acquisition and Grants Management Federal Highway Administration 1200 New Jersey Avenue, SE Washington, D.C. 20590 ii.) Nature and/or Description of Action Being Approved:

The Department of Transportation’s (DOT), Office of the Secretary of Transportation (OST), Office of the Chief Digital & Information Officer (OCDIO) has a requirement to extend the Program management (PM), Operations and Maintenance (O&M), and Development, Modernization, and Enhancement (DME) services under OST’s Software Engineering Support Services (SWES) Blanket Purchase Agreement (BPA) 693JJ319A000013, Call Order 693JJ322F00429N awarded to Halvik Corp. (Halvik) for OST’s Application Support services. This modification request is to extend the Call Order services by up to four (4) months, consisting of a two-month base period and one two-month option period, while a new competitive Call Order is awarded. The period of performance for services covered under this justification, if the option period is exercised, is from 06/13/2026 - 10/12/2026.

iii.) A Complete Description of Supplies/Services Required to Meet Agency’s Need:

Under Call Order 693JJ322F00429N, Halvik provides a broad range of technical and professional services to assist OST in the operations and maintenance and updates/changes/enhancements to OST mission critical applications and software.

This Call Order supports the following applications:

• Aviation Data Decision System

• Case Tracking System

• Consumer Complaint Application

• Grants Notification System

• Legislative Implementation Plan

• Rulemaking Management System; and

• Database/programming services for the Office of Civil Rights’ General Support

System

The support for these applications is accomplished through the following three tasks within the Call Order:

• Task 1 – Program Management – This includes the management and oversight of all activities performed by Contractor personnel to satisfy the requirements identified in the Statement of Work (SOW) associated with this Call Order.

• Task 2 – Operations & Management (O&M) – O&M services are those which execute repetitive actions to maintain continuity and lifecycle of the supported applications. This includes activities such as systems analysis and programming in response to production/execution failures; management of change requests, testing authorized changes, and implementing changes made to the software;

design and implementation of modifications made in response to hardware/software technology upgrades, new operating procedures, operating system changes, or DOT guidelines and/or directives; design and implementation of modifications and/or enhancements made in response to approved functional requirements; performance evaluations to determine potential areas of improvement; and maintenance and upgrades to system and user documentation.

• Task 3 – Development Modernizations and Enhancements (DME) – DME services are projects dedicated to the development of minor enhancements associated with the applications in the Call Order. This can include activities such as database changes, adding new information to a screen or report, application conversion from one programming language to another, or the creation of a new application.

Each application supported under this Call Order performs a necessary function for the Department and the Office of Applications and Digital Solutions must maintain readiness to employ modernization and development efforts to applications requiring tool implementation or improvements. The PM, O&M, and DME services ensure the continued operability of the applications to meet their individual program requirements. Examples of program requirements that are supported by the various applications are agency reporting requirements, compliance with legislative or regulatory objectives, data collection and dissemination within and to external stakeholders, financial analysis, agency leadership requests, and congressional requirements.

The Contractor currently has ongoing projects providing the task order services defined in the Task Areas above. This period of performance extension will include the continuation of all three Task Areas for up to four (4) months (comprised of a two-month base period and one two-month option period) to ensure the applications’ functionality while the Call Order is competitively recompeted.

The estimated total value of the increase is $___________. As result of this modification, the total order value will increase from $___________ to $___________.

iv.) Authority and Supporting Rationale:

This justification is prepared as required by GSAM 538.7104-3(b)(1)(iii), and the applicable rationale for limiting sources for this action is as follows:

The order should be issued on a sole source basis in the interest of economy and efficiency because it is a logical follow-on to an FSS order already issued on a competitive basis.

The original Call Order acquisition was conducted as a competitive procurement under the multiple award SWES BPA and are issued against the General Services Administration (GSA) Multiple Award Schedule (MAS) contracts. FHWA is finalizing a new competitive solicitation to be issued to all SWES BPA holders that includes the

. Due to the critical nature of the software engineering support services performed under this Call Order, it is necessary to ensure there is no break in the PM, O&M, and DME services performed under the order. The criticality and complexity also require that there is sufficient time allotted for the transition of the applications support from the current contractor (Halvik) to the successor SWES BPA holder that will be selected under the new competitive solicitation. To mitigate the risks of transitioning to a new contractor, it is essential to have overlapping periods of performance for the Call Orders to transition in the new Contractor and transition out the current Contractor. The period of performance extension will ensure that adequate transition time is available and accounts for potential variability in the time period needed within the acquisition process to issue a new award.

It is not possible to migrate the O&M, DME, and PM tasks to another SWES BPA holder for the time period covered by this period of performance extension and maintain continuous operations and development of the applications. The only way to continue these critical in-progress services during this period is to extend the period of performance for the current Call Order with Halvik, who has the expertise, information, and processes to maintain the ’s applications. Additionally, transitioning to another service provider during the period of performance covered under the extension would be financially burdensome and uneconomical as it would require the transition services be performed an additional time, estimated to add several months of labor costs, unacceptable project delays, and gaps in support services. Extending the period of performance of the existing order is the most economical way of fulfilling the requirement while the successor Call Order is awarded, and services are transitioned to the new SWES BPA holder.

v.) The Market Research Conducted Among Schedule Holders and the Results of the Research:

None. This action is a logical follow-on to Call Order 693JJ322F00429N that was competed amongst the SWES BPA holders. No other SWES BPA holder has the capabilities to complete the modification’s services as efficiently, or to the level of quality, as Halvik.

vi.) Any Other Facts Supporting the Justification:

Not applicable.

vii.) Statement of the Actions the Agency May Take to Remove or Overcome any Barriers that Led to the Restricted Consideration Before Any Subsequent Acquisition for the Supplies or Services is Made:

The successor Call Order will be competitively solicited among the SWES BPA holders.

viii.) Contracting Officer Certification that the Justification is Accurate and Complete to the Best of the Contracting Officer’s Knowledge and Belief:

The signature of the Contracting Officer on the Approvals Signature Page constitutes a certification that this justification is accurate and complete to the best of the Contracting Officer’s knowledge and belief.

ix.) Evidence that any supporting data that is the responsibility of technical or requirements personnel (e.g., verifying the Government’s minimum needs or requirements or other rationale for limited sources) and which form a basis for the justification have been certified as complete and accurate by the technical or requirements personnel.

The signature of the technical personnel on the Approvals Page constitutes a certification that the supporting data that forms the basis for this justification is complete and accurate.

x.) Written Determination by the Approving Official:

The signature of the Competition Advocate on the Approvals Signature Page constitutes a determination that the circumstances in GSAM 538.7104-3(b)(1)(iii) are applicable to this action and proceeding is in the best interest of the Government.
