REQUEST FOR QUOTATION (RFQ) No. 693JJ321Q000029_A001
QUESTIONS AND ANSWERS
No. Sol. Section / Attachment & Title Page # Clarifications/Questions Responses
01 NA - General Question NA Is an incumbent contractor currently performing these services, if similar services have been performed in the past, or if this is a new requirement?
If this is a follow-on requirement, could you please provide the previous contract or task order number?
There is no incumbent contractor performing these services, and this is a new requirement.
02 RFQ Page 5 5 For the price proposal, the CLIN table indicates a quantity of 1 for each CLIN. Do we determine the unit price based on [our estimated number of labor hours x our labor hour rate], or do we modify the quantity to reflect our estimated number of labor hours and insert our labor hour rate in the unit price column? I.e.
(quantity = 1) x (unit price = [LH rate x estimated hours]) = price
OR
(quantity = [estimated hours]) x (unit price = [LH rate]) = price?
Please review the CLIN table in entirety – it has been revised. We added estimated hours and labor mix. The labor categories and hours listed are suggested only.
Quoters should submit the labor category and hour mix that supports their technical approach and shows a clear understanding of the requirement.
If needed, please change the labor category and/or quantity of hours to show your quote accurately.
03 RFQ Page 5 5 For CLIN 0002, the scope of work indicates that there will be 1 peer exchange with an option for
Please review the CLIN table in entirety – it has been revised. We have broken out adding 9. Do we compute a price for a single peer exchange for CLIN 0002 (first line) and the optional peer exchanges are priced under the line for Task 2.6?
the base CLIN 0002 (one occurrence) from the 9 optional occurrences.
Subsequent peer exchanges, if the option is exercised by the Government, will be per Task 2.6
04 RFQ Page 5 5 For CLIN 0002 Task 2.6, Task 2.7, and Task 2.8 (optional peer exchanges/facilitation), will the government add the options one-at-a-time or as a single option? In other words, do we compute a price for a single option or for the maximum number of options (9, 5, and 5, for Tasks 2.6, 2.7, and 2.8, respectively)?
Please review the CLIN table in entirety – it has been revised. We have broken out the base CLIN 0002 (one occurrence) from the 9 optional occurrences.
Subsequent peer exchanges, if the option is exercised by the Government, will be per Task 2.6
05 RFQ Page 5 and PWS Page 10 5 For CLIN 007 Travel Cost Reimbursement, section
3.8 on page 10 indicates "Offerors shall propose the estimated travel they consider necessary, up to a not-to-exceed base amount of $1300 per person per trip." Please clarify how CLIN 007 relates to
CLIN 0002, Task 2 and CLIN 0002 Task 2 Optional
Task 2.6. How many occurrences of peer-to-peer exchanges should be priced? (i.e. a single travel occurrence, one each for Task 2 and Task 2
Optional task 2.6, or all 10 of the maximum possible occurrences?) Also, what is the basis for converting direct travel expenses to a labor hour unit price? Should this be a direct cost reimbursable CLIN?
The intention of CLIN 007 is to cover contractor travel, on a per-occurrence basis, for each occurrence of CLIN 002 should travel by the contractor be needed.
Please compute CLIN 007 for a single occurrence. This is what each subsequent CLIN 002 option occurrence will be based on, should the Government exercise any of the options.
06 10 In the section Part II – Schedule of Services – CLIN 007 – Travel Cost Reimbursement could you please provide more information on how to address this variable expense?
Please compute CLIN 007 for a single travel occurrence for award evaluation purposes.
07 RFQ Page 5 and PWS Page 7 7 For Task 4: Stakeholder Collaboration Events, for the purpose of computing the price proposal, please provide an estimate of the number of 2-hour events and the number and duration of in-person, multi-day events. The current task description is too open-ended to compute a priced proposal.
Please assume a per-occurrence block of 2 hours. Additional/subsequent time will be based on this two-hour block.
Please compute the price on a basis of one
(1) occurrence. The Government will have the option for up to nine (9) additional occurrences, and their prices (if the options are exercised) will each be based on the Task 4 single occurrence price)
08 PWS Page 4 4 Section 2.1 indicated 6 hours duration for each peer event, however in Section 2.3, Bullet 1 it indicates 3 to 4 sessions, of 3 hours each for meetings amount participants – which duration is the expected requirement?
The 6 hours per event is the expected requirement. 2.3 Bullet 1 should read “3 to 4 sessions, of 1.5 hours each”
09 PWS Page 7 7 Section 2.7/2.8: If the government were to hold in person peer exchanges, where would the government likely hold them?
Presently unknown, but FHWA strives to hold peer exchanges that will be of lowest financial impact to attendees and the Government. This usually means that, for example, a meeting venue would most likely be held at a state DOT’s own facility (free use). Meeting city locations are normally chosen for lowest city-pair cost, and easiest to get to from attendee locations.
Changes to the RFQ:

693JJ321Q000029_A001
Changes to the PWS:
Based on question 08, the PWS has been revised accordingly.
10 Most likely Task 5 instead of Section 5 which is PWS Page 8
8 Section 5: Is the contractor only providing content for these work products and then using FHWA graphics department support or is the contractor required to produce the graphics as well? If contractor is required to produce the graphics, will the FHWA be providing the style guide to the contractor?
The contractor shall produce the graphics, where needed/required. FHWA shall provide the contractor a style guide to assist them in document preparation (latest TFHRC Communications Reference Guide), as well as access to FHWA Publications Office staff to answer any questions regarding style or formatting.
