About this file

This Broad Agency Announcement and appendix seek proposals for Vehicle to Everything Communications Devices to support safety band spectrum testing. Key requirements include devices that support DSRC and C-V2X communications with configurable radio parameters, transmit and receive capabilities, data logging of test results, a traffic generator, and the ability to set messaging protocols including BSM and non-periodic event-driven messages. Devices should operate across a wide temperature range and comply with applicable standards. Offerors are asked to describe the technical readiness of any proposed commercial or prototype devices. The solicitation aims to procure devices to allow testing for the Department of Transportation's 5.9GHz vehicle safety communications program.

2. Does the device have an indicator light to identify when device is powered up/working?

3. Please describe the power to the device:

a. What are the power characteristics (e.g., 120 VAC (60 Hz), 12 V DC, 48 V DC, power over Ethernet)?

b. What are the connector requirements?

4. Does the device provide for external antenna support? Please describe.

5. Does the device have an integral GPS receiver with GPS antenna port or integral GPS antenna? Please describe.

6. What interfaces are available for manually controlling the device? (i.e., USB, UART, RS232, SSH via Ethernet, API, etc.)?

7. Do the device(s) support the manual setting or configuration of the following RF parameters?

a. Carrier Frequency

b. Raster Frequency[footnoteRef:1] [1: The channel raster is 100 kHz for all bands, which means that the carrier centre frequency must be an integer multiple of 100 kHz.]

c. Bandwidth Mode (10 or 20 MHz)

d. Transmit Power (including dBm granularity)

e. MCS rate

8. Do the device(s) support manually setting the following radio control parameters?

a. Transmit only

b. Receive only

c. Transmit and Receive (half duplex)?

d. Enable or disable HARQ

e. Sensing Control

9. Please describe the data log format. Can the device(s) record, stream while active, and offload after test runs (both TX and RX) log files, including:

a. Messages (sent/received)

b. Time stamp per message

c. Channel busy ratio

d. RSSI (RX)

e. TX power?

10. How weatherproof are the devices? What is the range of temperature operations? Has the device been testing in these ranges?

11. Does the device have a debug mode available?

12. Does the device allow for remote configuration for controlling, monitoring, software upgrades, etc.? What is the process?

13. What is the assumed Noise Figure (modem level parameter)?

14. If an LTE-CV2X device, does the device support display of what Resource Block and what subframe have been selected within a radio frame transmitted or received?

15. Do the device(s) have the ability to perform loopback in support of conformance testing?

16. What testing has been performed to ensure conformance to the specifications and/or standards upon which the device is built? What was the test method applied?

17. Do the device(s) have the ability to support the parameters settings provided in SAE J3161?

18. Do the device(s) support AT (ATtention) commands? Do they work with test suites from Rohde & Schwarz, Keysight, and/or other manufacturers? If so, which manufacturers?

19. Do the device(s) have a traffic generator of similar utility pre-installed, to support generation and reception of packets for a specified period of time and bandwidth/data rate?

20. Do the device(s) support changing the following BSM parameters manually?

a. Ability to set the size of the BSM? Set the transmission rate of the BSM? (i.e. number of BSM per radio frame 10ms with ability to set total BSM count).

b. Ability to track BLER within a transmission time interval (Transmit/Receive control)

c. Ability to send, in sequence, different sizes of BSMs within a size range

21. Do the device(s) support manually setting the following higher-layer parameters?

a. IP address setting

b. IP address monitoring

c. Ability to enable use of non-IP mode above the PDCP layer to transmit BSM and aperiodic messages

d. Security

1. Ability to enable and disable security (e.g., sending digital security certificate or certificate digest in each BSM or not will affect the BSM message size)

2. Ability to set the frequency of sending digital security certificate and certificate digest in each BSM

a. For example, sending a certificate digest in 4 consecutive BSM followed by a digital security certificate in the next (1) BSM with repeated sequence;

b. Another example is a digital security certificate sent in every BSM with no certificate digest sent in any BSM.

e. BSM scheduling and Congestion control

1. Ability to enable and disable congestion control (for example to see the effect in a high-density vehicle scenario)

2. Ability to set parameters for BSM scheduling and congestion control

a. For example, the values for the density coefficient B and the maximum threshold vMax_ITT affect the calculation of the message generation interval Max_ITT (k).

b. For example, the value for the lower threshold for channel utilization vMinChanUtil and the higher threshold for channel utilization vMaxChanUtil can affect the calculations for the radiated power for the transmitted BSM.

c. Ability to support a transmission time interval of 100 ms for transmission of periodic BSM

f. BSM Part1 and Part II Minimum Transmission Criteria
