About this file

This document summarizes a Broad Agency Announcement from the Federal Highway Administration seeking proposals for exploratory advanced research projects in three topic areas: blockchain technology for highway transportation, artificial intelligence for highway transportation, and compatibilization of waste plastic to enhance asphalt cement. The BAA solicits proposals for research that could lead to transformational advances in highway engineering and intermodal surface transportation. The FHWA anticipates making between four to six awards totaling $4 million. Proposals are due by March 20, 2020. Reviewers will represent multiple domains including computer science and civil engineering. Eligible entities include research organizations and universities, which may partner with international subcontractors.

Frequently Asked Questions (FAQ) 1 - 4

Question #1: Can research entities/universities submit multiple proposals in response to the same topic or is only one proposal per topic accepted?

Answer #1: A principal investigator may only submit one proposal in a topic. There are no restrictions on the number of proposals from an entity.

Question #2: Please clarify the maximum budget amount as well as clarify the period of performance maximum.

Answer #2: The budget amount and the period of performance should reflect the proposed scope of work necessary for transformational research in the topic area. FHWA anticipates making between four and six awards totaling $4 million. Proposals should break down cost information by 12 month increments (or a portion of 12 months, for example, were a proposal for 30 total months, two 12-month periods and a six-month period).

Question #3: Can a team include international partners (subcontractors and/or consultants)?

Answer #3: The Exploratory Advanced Research Program (EAR) has included subs from outside the U.S. before.

Question #4: Are the reviewers primarily Federal Highway Administration (FHWA) officials with traditional civil engineering backgrounds or primarily computer scientists?

Answer #4: Reviewers will come from multiple domains to reflect the complexity of proposals. For Topic 2, that would include, for example, experts in computer science and in civil engineering.
