About this file
This is a Sole Source Justification for a logical follow-on order extension under a GSA Multiple Award Schedule (MAS) contract.
The Department of Transportation (DOT), through the Federal Highway Administration (FHWA) IT Acquisition Center of Excellence (ACE), is extending cybersecurity management support services currently provided by Deloitte Consulting LLC under the Cyber Security Information & Program Services (CSIPS) Blanket Purchase Agreement (BPA) Order 693JJ320A000013_693JJ322F00228N. The extension adds four months of service through August 31, 2026 (from the current April 30, 2026 expiration). Services include mission-critical cybersecurity operations, risk and vulnerability management, Federal Information Security Management Act (FISMA) compliance and reporting, management of cybersecurity tools (BigFix, Splunk, and Tenable), Continuous Diagnostic and Mitigation (CDM) program support, and infrastructure hardening in compliance with Office of Management and Budget (OMB) Memorandum 21-31 and Executive Order 14028. The justification for sole source award is based on logical follow-on authority, citing Deloitte's established management team, familiarity with DOT's environment, demonstrated improvements in DOT's cybersecurity posture and FISMA performance, and the impracticality of onboarding alternative contractors during the transition period. The extension is necessary while DOT restructures its information technology workforce and determines whether federal employees can assume these functions. Labor rates are determined to be fair and reasonable at the GSA Schedule level, with pricing subject to review against the contractor's GSA Schedule via modification P00007.
