“Summary of Questions and Answers”
The purpose of this document is to summarize Questions & Answers regarding RFP No.
693JJ319R000001 received from potential Offerors. Questions may have been organized into sections, paraphrased and/or combined for clarity. FAR 52.215-8 Order of Precedence – Uniform
Contract Format (OCT 1997) applies.
GENERAL QUESTIONS
1. Question: Will separate awards be made for each of the six specified sectors? If so, will each of the six sectors have multiple awardees or just one for each area?
FHWA Response: The Government estimates two to three (2-3) contract awards resulting under each sector/award track. The Government reserves the right to deviate from this estimate
(i.e., make more or less awards by sector/award track) if deemed in the best interest of the
Government. The award decision on one track will not affect the other track. Awards will be made by sector and source selection will be at the sector level.
2. Question: Should a bidder submit a response for one specific area only, or does it increase the probability of award if you submit for multiple sectors within one response? If a bidder submits for multiple sectors, how will the responses be evaluated?
FHWA Response: Offeror may propose to be considered for award for one or a combination of the sectors/award tracks. If the Offeror is proposing on multiple sectors, the Offeror shall submit separate technical proposals (i.e., a Volume I per sector/award track). The proposal(s) will be reviewed along the sector(s)/award track(s) the Offeror wishes to be considered for award. The source selection will be conducted as separate and distinct evaluations for each of the six sectors/award tracks. The award decision on one track will not affect the other track.

(proposed staff) experience with each of the following three areas…” See amended RFP text.
