About this file

This document provides details regarding a forthcoming multiple award blanket purchase agreement solicitation by the United States Department of Transportation for software engineering support services. The agreement will be awarded to small businesses under GSA Schedule 70 SINs 132-34 for maintenance of software as a service and 132-51 for information technology professional services. Services will include support for approximately 130 applications across various technology stacks, new application development, and transitioning from a waterfall to an agile development approach in accordance with the Department's digital transformation initiative DestinationsDIGITAL. Contractors must demonstrate experience with agile methodologies and moving organizations to agile, and will be responsible for all layers of application development and maintenance in compliance with Department policies. The Department plans to award agreements to ten to fifteen small businesses under a request for quotation to be issued within 30 days, and will hold a pre-proposal conference via webinar approximately two weeks later to ensure offeror understanding of requirements.

693JJ319Q000003 – Special Notice – Amendment 1

DestinationsDIGITAL is shifting the Department's technology deployment away from solutions that rely on custom software development to shared services and a narrower set of technology stacks. These shared services include commercially-available, FedRAMP certified cloud services, a set of low-code development platforms, a suite of centrally-provided enterprise IT shared services, and a common suite of cyber security tools and services. Over time, the vision of DestinationsDIGITAL is to rationalize DOT's IT portfolio, resulting in fewer technology solutions to meet mission needs, thereby maximizing the value delivered by IT spend and reducing our cyber-attack plane.

Table 1. DOT Current Technologies below is not intended to be inclusive. The intent is to represent the Department's existing technologies which support a suite of approximately 130 active applications which may be in scope for both Development Modernization and Enhancement as well as Operations and Maintenance task orders.

Table 2. Application Development (DevOps and Agile Development) below is notional in nature and not intended to be prescriptive nor inclusive. The intent is to illustrate DestinationsDIGITAL vision of DevOps and an agile software development platform where vendors must have proven expertise in various modern technologies. All vendors must have expertise with this type of environment which will include application development as well as operations and maintenance.

Table 3. Cloud Services and Tools below is also notional in nature. It represents a hypothetical enterprise-wide, cloud-based, standardized application development platform using a potential single cloud service provide (CSP). The intent of providing this table is to further illustrate DestinationsDIGITAL vision of a modern, common software development platform. All vendors must have expertise with this type of environment which will include a secure application development and operations and maintenance (SecDevOPS) platform.
