Sources Sought Notice: “SCMS Capability for CV Pilot Deployment Program” Agency Number: 693JJ318Q000019 Issue Date: 1/30/2018 Responses Due: 2/6/2018 by 3 pm Eastern to Sarah.Tarpgaard@dot.gov (See Instructions for Responses below.)

Introduction

This is not an RFP/RFQ. This is a “Sources Sought” Notice only. The U.S. Department of Transportation (USDOT) / Federal Highway Administration (FHWA) is conducting market research to identify potential sources who can currently provide a commercially-available Operational Security Credential Management System (SCMS) to support the USDOT’s Connected Vehicles (CV) Pilot Program. This “Sources Sought” notice is issued solely for informational, market research, and planning purposes and does not commit the Government to any further contract actions, i.e., solicitation and/ or contract. The Federal Government will not pay for any information or administrative costs incurred in responding to this notice. Not responding does not preclude participation in any future RFP that may be issued. Responses to this notice are not offers and cannot be accepted by the U.S Government to form a binding contract. All responses become the property of the FHWA and will not be returned.

The North American Industry Classification System (NAICS) Code is 541990 with a Small Business Size Standard of $15 Million. All potential sources possessing the capabilities described, regardless of whether they are large or small in accordance with the NAICS size standard, are encouraged to submit a Capabilities Statement in response to this Sources Sought notice.

1. Background

Purpose Statement for the Provision of a Commercially-Available Operational Security Credential Management System (SCMS) Supporting the Connected Vehicles (CV) Pilot Program

The purpose of an Operational SCMS supporting the CV Pilot Deployment Sites is to:

(1) Provide security and technical services facilitating wireless communications among connected vehicles, roadside equipment, and mobile devices (see description of V2V/V2I/V2X requirements below);

(2) Provide a working SCMS capability on a fee-for-service basis sufficient to meet the technical needs, schedule requirements, and deployment scale of the three CV Pilot deployment sites;

(3) Support the long-term SCMS-related needs of the deployed CV Pilot systems and their component roadside, in-vehicle, and mobile devices, as well as back-office systems, even in the post-CV Pilot Deployment Program time frame;

(4) Assist USDOT in assessing the capability of the commercial market in supporting the SCMS-related needs for the potential national-level ramp up of connected vehicle technologies.

2. Scope of Work

The FHWA is seeking market research information on sources/businesses that can provide currently available SCMS capabilities in support of the CV Pilot Deployment Program. These services will be required concurrently at the three current Pilot Deployment sites led by the following agencies: the Wyoming Department of Transportation (WYDOT), the Tampa Hillsborough Expressway Authority (THEA), and the New York City Department of Transportation (NYCDOT).

There are two (2) years of technical documents regarding the three CV Pilot sites located at https://www.its.dot.gov/pilots/ under CV Pilots Portal. Additional up-to-date information regarding the progress of each CV Pilot site can be found at:

WYDOT - https://wydotcvp.wyoroad.info/;

THEA - https://www.tampacvpilot.com/;

NYCDOT - http://www.cvp.nyc/.

From a program perspective, each Pilot Deployment site is following a three-phase development process, starting with already completed Concept Development Phase (Phase 1), an ongoing Design/Build/Test Phase (Phase 2), and an Operate/Maintain Phase (Phase 3) expected to begin in all three sites in calendar year 2018. Note that installation of devices is underway in all three sites. Therefore, the SCMS capability and concomitant technical support must be available immediately to support roadside, in-vehicle, and mobile device installation. Further, the proposed SCMS capability must also address the enrollment/bootstrapping, testing, and credential management of devices already installed in the field without physical device recall.

The CV Pilot Deployment program aims to realize and demonstrate robust, effective, secure, and scalable vehicle communications environments aimed at solving critical transportation issues.

Examples of communications included in these environments are vehicle-to-vehicle (V2V) communications, vehicle-to-infrastructure (V2I) communications, and vehicle-to-device (V2X) communications exchanging messages for applications related to safety, mobility, environmental impact reduction, and the improvement of public agency efficiency.

Basic safety messages and other messages within the vehicle communications environment must be trusted and some must also be secure. The requirement for a trusted and secure vehicle communications environment drives the need for a credential-based security system for V2V/V2I/V2X communications.

Vendors’ responses to this notice shall document their ability to provision an operational SCMS, which will:

• provide certificate management services to the three CV Pilot sites, specifically referencing capability to deliver these services given the type and scale of the three CV pilot deployment sites; and

• implement federal policy and procedures governing the interactions among the various entities exchanging data in the V2V/V2I/V2X eco-system, and support site security policies and procedures as identified in deployment planning documentation.

Capabilities

The FHWA is seeking market research information on vendors capable of the following activities (subject to the context of the scope of work provided above):

1. SCMS operations can be provided as a fee-for-service capability, which includes technical support, reflective of differences in scale and needs among the three sites;

2. Certificate generation and management must be conformant with industry standards;

3. Support the enrollment/bootstrapping, testing and operation of diverse site devices immediately, and that this capability can be extended to devices already installed in the field without physical device recall;

4. The SCMS capability must be fully operational at the required deployment scale no later than May 1, 2018. (For projected number of roadside, in-vehicle, and roadside devices see resources at https://www.its.dot.gov/pilots/ )
