SOLE SOURCE JUSTIFICATION - RFQ 693JJ318Q000019

For purchases made under FAR Part 13, Simplified Acquisition Procedures (Under $150,000)

Name and Location of the organization making the purchase:

US Department of Transportation / Federal Highway Administration (FHWA) Office of Acquisition and Grants Management (HCFA-32) 1200 New Jersey Avenue, SE Washington, DC 20590

Describe supplies and/or services being procured:

The Contractor shall provide a commercially-available Operational Security Credential Management System (SCMS) to support the USDOT’s Connected Vehicles (CV) Pilot Program. Estimated period of performance is March 2018 – December 2020. These services will be required concurrently at the following two Pilot Deployment sites led by the following agencies: the Wyoming Department of Transportation (WYDOT), and the New York City Department of Transportation (NYCDOT). The Contractor shall provide: (1) SCMS operations, which includes technical support, reflective of differences in scale and needs among the two sites; and (2) Certificate generation and management conformant with industry standards; and (3) Support for the enrollment/bootstrapping, testing and operation of diverse site devices immediately, and support extended to devices already installed in the field without physical device recall; and (4) SCMS capability fully operational at the required deployment scale no later than May 1, 2018. (For projected number of roadside, in-vehicle, and roadside devices see resources at https://www.its.dot.gov/pilots/ )

Name of Sole Source Vendor:

INTEGRITY Security Services, Inc (ISS), 7585 Irvine Center Drive, Suite 250, Irvine, CA 92618

Rationale supporting the sole source acquisition (Authority under FAR 13.106-1(b))

FHWA conducted market research to assess industry current capability to fulfill the requirement. FHWA issued a Sources Sought notice at www.fbo.gov dated 1/30/2018 with a closing date of 2/6/2018. FHWA evaluated the responses received and gathered further market data from Connected Vehicle Pilot (CV Pilot) sites and industry sources. Based on market research, FHWA has been determined that only one source is currently capable of providing security and technical services to facilitate wireless communications among connected vehicles, roadside equipment, and mobile devices on a fee-for-service basis sufficient to meet the technical needs, schedule requirements, and deployment scale of the CV Pilot sites. This includes the ability to support the long-term SCMS-related needs of the deployed CV Pilot systems and their component roadside, in-vehicle, and mobile devices, as well as back-office systems. Through analysis of responses to the Sources Sought and other market research, USDOT/FHWA determined that no other vendor is currently capable of meeting the technical and time sensitive demands of the CV Pilots. ISS can currently satisfy the Government’s requirement and meet the CV Pilot https://www.its.dot.gov/pilots/ http://www.fbo.gov/ programs needs within the necessary timelines, including being fully operational at the required deployment scale no later than May 1, 2018.

Contracting Officer Determination:

Per FAR 13.106-1(b), Soliciting from a single source, for purchases not exceeding the simplified acquisition threshold, I hereby determine that the circumstances of the subject contract action deem only one source reasonably available at the current time, as supported through FHWA’s market research described above. Only one source, ISS, has the current capabilities available to meet the technical and schedule needs of the CV Pilot program. Therefore, the FHWA intends to solicit from only one source, ISS, for the subject planned purchase order.
