RFQ-693JJ24Q000032-Q&A

Question and answers in response to:

Build America Bureau (BAB)

Market Demand Advisory Services June 6, 2024

Question 1: Will a lack of letter of intent from subconsultant partners negatively impact the Factor 1 evaluation if efforts are still being made to secure relevant SBE subconsultants?

Response(s): See RFQ Section 1.5.4 pg. 7 of 58

• The Phase 1 proposal should include Letters of intent to participate from proposed subcontractors, consultants, partners, and proposed new hires. Accordingly, if a letter of intent is not included, this may negatively impact the Factor 1 evaluation.

You may include an explanation of why a letter cannot be included in your Phase 1 proposal and this information will also be taken into consideration. See updates to RFQ on pages 9 and 16.

• Government Point of Clarification- Factor 1 Team Expertise Part III: Letters of intent to participate from proposed subcontractors, consultants, partners, and proposed new hires (see RFQ pg. 7 of 58) should be distinguished from Phase 2 – Factor 5 Subcontracting Plan (only applicable to other than Small Business concerns- see pg. 12 of 58). These submissions are not the same and should not be combined. Two separate submissions based on the RFQ instructions may be required. However, information in both of these submissions should match to the extent that subcontractors have been identified.

Question 2: Can you provide any information on the volume of task orders that were made during the previous contract for each of the Sectors?

Response:

• No. Task order volume under the previous indefinite delivery indefinite quantity contract is unavailable. In addition, the requested information is not relevant for quoters to provide a quote/submission in response to the current Market Demand Advisory Services RFQ as the previous requirement volume may differ from current volume.

Question 3: Can you provide any information on the total contract value or average contract value per task order as part of the previous contract?

Response:

• The previous contract ceiling is $3,750,000.00. Total average task order value under the previous indefinite delivery indefinite quantity contract is unavailable. In addition, the requested information is not relevant for quoters to provide a quote/submission in response to the current Market Demand Advisory Services RFQ as the previous requirement values may differ from current values.

Question 4: If selected under a particular Sector, what is the process used to select the market demand advisor for a particular task order?

Response: See RFQ Subsection 4.7.1 Task Order Procedure pg. 45 of 58

• In accordance with (IAW) FAR 16.505(b)(2) Fair opportunity for all TOs will be given to all awardees unless an exception applies. In addition, task orders will be solicited based the requirements of each respective task order.

Question 5: Will the blended rate calculated for Factor 6 be based on the unweighted average of all labor categories/personnel provided, or can proposers suggest a weighting based on the expected distribution of work across labor rates?

Response: See RFQ Section 1.5.5 Factor 6 Price- Part I- pgs. 10-11 of 58 and RFQ Section 2.2(f) pg. 18 of 58

• The blended rate will be the unweighted average. Please submit price quote based on the RFQ instructions. Price quotes based on alternative assumptions or approaches will not be accepted and will be considered unresponsive.

Question 6: Please clarify when Organizational Conflicts of Interest (OCI) will be evaluated.

Response: See RFQ Section 1.5.5 Other Financial / Organizational Information(g) pg. 11 of 58

• Organizational Conflicts of Interest will be evaluated as a part of Phase 2, prior to award. Quoters are required to submit OCI information based on the RFQ instructions. Please note that the Government intends to evaluate specific conflicts on a task order basis rather than excluding a quoter from the IDIQ whenever possible.
