About this file

This is a Questions and Answers document for Federal Solicitation 693JF7-26-R-000005 for Lay Berthing Services for CAPE-R vessels.

The document addresses clarifications and modifications to layberthing service requirements across multiple operational categories. Key infrastructure requirements include three telephone lines and one high-speed data line (minimum 25 Mbps download speed) per vessel, with connection specifications to be determined by the service provider. All vessels must be Marine Sanitation Device (MSD) compliant with reimbursable sewage removal costs varying between 1-4 removals monthly per vessel. Regarding shore power, MARAD will accept alternate proposals for the existing requirement of three ungrounded cables, as current vessels are equipped with two grounded cables. Fire-fighting capability requirements have been modified to allow satisfaction through local firefighting agency response with pumps or pumper trucks operational on-site within 15 minutes of alarm notification, eliminating the previously stated 1500 GPM at 100 psi requirement. Additional modifications address soundings documentation (required 30 days prior to contract commencement with alternate timelines acceptable), current bollard pull testing submission for review, pier apron cleaning requirements (including naturally occurring phenomena consistent with existing contract), security fencing (MARAD will consider alternate proposals for facilities with larger perimeters), and waterside barriers (not normally required with alternates acceptable). New security requirements for silent alarm systems and Closed Circuit Television Cameras (CCTV) installation have been added to the contract; MARAD will accept alternate proposals for both. The document indicates these represent modifications to the existing CAPE-R layberthing contract with flexibility for contractor proposals addressing implementation feasibility and cost concerns.

Q&A DOCUMENT FOR 693JF7-26-R-000005 Lay Berthing Services CAPE Rs Pg and

Para Category Question

1 C-5.B.4 T-1 Service Are there specific speed or support requirements? Is this going to be used for computer use only or being plugged into specific equipment?

A: Section C-5.B.4 states that the requirement is an infrastructure for three (3) telephone lines and one high speed data line for each vessel. A high-speed data line is typically defined by the Federal Communications Commission (FCC) as a service that offers download speeds of 25 Mbps or faster.

C-5.B.4

Telephone Service

Would MARAD please provide diagrams or drawings to show the desired shore side connection type/fittings that are referenced? Also, please confirm that only local calling is needed.

A: The cables, attachment, fittings, and jacks to connect from the shore side connection point to the vessel shall be determined by the company that will be providing the telephone service.

3 C-5.B.5 Please confirm any alternative ship will be MSD compliant?

A: All vessels awarded under this contract shall be MSD compliant. Sewage removal costs are reimbursable and varies roughly 1-4 removals per month per vessel.

C-5.B.1

Shore Power

The solicitation has a requirement to provide three cables of ungrounded shore power. However, the three ships are currently being provided two cables of grounded shore power.

Please confirm if this is what the Government wants as these changes would take a significant amount of time and investment to establish.

A: MARAD will accept alternate proposals for review. Submit proposal for consideration.

C-5.B.11

Fire Fighting Capability

Current layberthing contract for the CAPE-R ships does not require 1500 GPM at 100 psi. Please remove this requirement from the solicitation. This is a requirement that would cost most facilities significant capital improvements which would need to be included in the first or early years of the contract and would require time to install.

A: This requirement is satisfied if a local firefighting agency can provide pumps or pumper truck on site and functional at the layberth within 15 minutes after receiving an alarm. Solicitation will be updated to reflect this.

C-8.A.1

Soundings

Please confirm that consistent with the existing contract, soundings are not required unless/until the CAPE-R ships are moved by MARAD and this also applies to being responsive to this solicitation.

A: The existing contract also requires the contractor to provide soundings. Timeline stated in the new contract is soundings must be provided thirty (30) days prior to contract commencement. MARAD will accept alternate timelines for review.

7 C-9.A.1.1

Bollard Pull testing Please confirm that bollard pull testing is not required if they are already supporting the CAPE-R ships.

A: Submit current bollard pull test for MARAD review.

8 C-11.G Pier Apron Foreign Material

Please remove the requirement to clean the vessel from naturally occurring phenomena such as bird droppings.

A: This is not an additional requirement. It is in the existing contract.

9 C-12.3 Security Fencing Please remove the requirements for the security fence separating the layberth from the remainder of a facility if part of a larger facility.

A: MARAD will accept alternate proposals for review. Submit proposal for consideration.

C-12.4

Waterside barriers

If waterborne barriers cannot be utilized due to proximity to the navigable channel, will the use of security boats and armed guards be acceptable?

A: Waterside barriers are not normally required. MARAD will accept alternate proposals for review. Submit proposal for consideration.

C-12.5.i

Silent alarm system

There is not currently a requirement for a silent alarm system for the CAPE-R ships. Please confirm this is a desired additional service as the installation cost would be added to the early years of the contract.

A: This is a new requirement to the contract. MARAD will
