Questions and Answers Solicitation No. 693JF725R000003

Oil Pollution and Hazardous Substance Insurance

Question1: We are performing independent research on the Combined Synopsis/Solicitation (693JF725R000003). We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

Answer 1: This is not a brand new requirement. The current contract number is 693JF724C000002. The incumbent contractor is London and Norfolk, LTD.

Question 2: I was wondering if I get a copy of a coi with everything your looking for so I can better assist with a quote. Certificate of insurance.

Stating the maximum coverage per policy you would like.

Answer 2: All insurance policy requirements are contained in Section C of the solicitation. NOTE: MARAD has very specific requirements which must be met that are unique. (e.g. OPA 90 does not apply to public vessels except to the extent that MARAD voluntarily complies.)

MARAD is requesting 3 quotes for insurance coverage in the amounts of $50M, $75M and $100M per ship with a deductible amount of $1M. MARAD will determine the final amount of coverage as stated in Section C of the solicitation.

Question: 3: Vessel Schedule : Please provide detail on each vessel including final number of vessels (53 or 54 as both numbers are mentioned in RFP and Amendment 01). Please include the following information – IMO, GRTs, year built, max. fuel per vessel, etc.

Questions and Answers

Answer 3: The list of vessels is provided in Section J-1. See Attachment “B” of Amendment 0002. As of Dec 11, 2024, there are 55 ships, but the total quantity is subject to change throughout the contract period as vessels are added to or removed from the MARAD fleet (as described in Section C of the contract.)

Vessel specifics can be found in Chapter 10 of the Non-Tank Vessel Response Plan:

MARAD

NOTE: information is only updated twice per year, so ships are included in the Chapter 10 listing which are known to be removed from the policy coverage.

The list also includes Training Vessels and Nation Security Multi-Mission Vessels which are not included in this solicitation.

Question 4: In addition to the Navy personnel, is there a Contractor operating these vessels for MARAD?

Answer 4: Navy personnel do not operate MARAD ships. All crew members are civilian merchant mariners.

MARAD has 7 ship managers and General Agents (professional shipping companies) responsible for ship operations. The number of operators and ship assignments is subject to change with the award of the Ship Manager Next contract.

Question 5: Requesting Claims/Loss Run file for at least the last 5 years -valued within the last 90 days. This information will provide a more competitive quote/price.

Questions and Answers

Answer 5: There has been no claim against the oil pollution insurance in the past 5 years.

Question 6: Requesting an extension to the due date of the RFP to Jan 7, 2025. While the Q&A are due Dec 13, concern is that answers likely not released in time to provide competitive response (Pricing) with the current due date December 27.

Answer 6: Request denied. The due date at time for submission of offers remains unchanged at 3 pm, EST, Dec 27, 2024.

Question 7. Section L. Proposal Preparation Instructions L.1 Submission Requirements. 3rd paragraph says we are to confirm capabilities in maritime business processes, practices and protocols and/or in the industries equating with the machinery found in a marine power plant.

The part about industries equating with machinery found in a marine power plant seems out of context or somewhat odd wording. Was this from another RFP or was it intentional? I just want to be sure we address the requirement.

Answer 7: The language “and/or in the industries equating with the machinery found in a marine power plant” in the 3rd paragraph of Section L. Proposal Preparation Instructions L.1 Submission Requirements is deleted.

The 3rd paragraph of Section L. Proposal Preparation Instructions L.1 Submission Requirements is revised to: “Firms submitting proposals must provide objective quality evidence that confirms the firm’s capabilities with regard to Oil Pollution and Hazardous Materials Insurance, as well as the firm’s expertise in maritime business processes, practices, and protocols.”
