About this file

This document is an email exchange between MARAD personnel discussing clarification questions for Solicitation 693JF725B000005, a contract for long-term layberthing of vessels in Philadelphia, PA. The email contains seven specific questions about the solicitation's technical requirements, focusing on details such as shore power amperage, sewage discharge rates, steam and firemain services, and firefighting capabilities. Key clarifications include confirmation that the layberth is intended to accommodate one ship at a time, despite references to multiple vessel classes (Cape W, Cape S, and Gordon/Gilliland), and that local firefighting agencies will provide fire suppression capabilities.

The solicitation's bid due date is 1300 EST on July 14th, 2025, and potential bidders are directed to check SAM.gov for any additional documents or amendments. The Maritime Administration is seeking a long-term safe lay berthing service with flexibility to vary the specific vessels moored at the location. The questions suggest the need for precise understanding of utility connections, service capacities, and operational requirements to ensure potential contractors can accurately price and meet the solicitation's specifications.

From: Lawrence, Tracey (MARAD) To: Puppe, Henry (MARAD) Cc: Sedlacek, Alexander (MARAD); Pitt, Rhonda (MARAD) Subject: RE: Solicitation 693JF725B000005 questions Date: Tuesday, June 24, 2025 12:08:16 PM Attachments: image001.png

Henry, Did they attach anything?

Last question is for you because it may conflict with the SAM.Gov announcement.

See my response below.

1. Please verify there are no further attachments, enclosures or amendments associated with this solicitation that are forth coming. To date I have only the solicitation in hand. Any additional documents will be updated in sam.gov

2. Pricing sheet does not list quantity nor units, please clarify. Please verify that I am bidding for 3 vessels on this one pricing sheet. Only for one ship, however the ship layberthed will vary.

3. Three different class ships listed (Cape W, Cape S, and Gordon/Gilliland) each class has different shore power requirements of 800, 1200 and 2400 amps yet section C-5 (B)1 list 9 individual 362 ampere rated cable feeds totaling 4400 amps.

Please verify this is total amperage for 3 vessels combined. The intention is that the layberth can accommodate one ship.

4. C-5 (B) 5. Sewage – Paragraph list discharge rate at an average of 300 gallons per day per ship (if three vessels this would be 1200 gallons) then in parenthesis (total capacity of 1,000 gallons per day per ship). Please clarify quantity for bidding purposes of expected gallons per ship. The intention is the layberth can accommodate one ship.

5. C-5 (B) 6. Connect/Disconnect Services – Within paragraph Steam is listed but no other information given, cannot locate steam requirement within any other paragraph of the RFQ. Please clarify intent for steam within this bid. Intention was to capture all layberth capabilies, if the capabilities existed and the ship could utilize. Steam is not a MARAD requirement.

6. C-5 (B) 6. Connect/Disconnect Services – No listing for Firemain protection, what is the intent for firemain on this bid if any. Ships will not utilize potable water for fire main services. No additional requirement for a separate supply. Fire Fighting capability will utilize pier side hydrant / local firefighting agency.

7. C-5 (B) 11. Fire Fighting Capability – Please clarify if the intent of this paragraph is for firefighting agency for hydrant to supply fire suppression in case of fire or is this requirement for supplying fire line to vessel for fire main purposes. Reading paragraph further it states that this requirement could be satisfied if local mailto:tracey.lawrence@dot.gov mailto:henry.puppe@dot.gov mailto:alexander.sedlacek@dot.gov mailto:rhonda.pitt@dot.gov firefighting agency can provide pumper truck meaning this is not Firemain connection. Requirement is that local firefighting agency will have firefighting capability at the layberth either by a tested hydrant onsite or through equipment supplied by the local agency.

8. Solicitation cover page list only 1700 ET in box 8. Offer due date/local time. Please verify due date.

Respectfully, Tracey
