Solicitation No. 693JF72250008 Questions and Answers

MARAD META Great Lakes Project

1. Question:

Can we, together as independent individuals, apply for the grant, or does the application need to be routed through an organization such as a research center or another such entity that is part of the University?

Answer:

Independent individuals cannot apply for an RFP. Proposals need to be submitted by a company (“the bidder”) which is registered with SAM.gov and have a UEI. However, if the independent individual has a company in his/her name (for instance, an engineering consulting company), then a proposal can be submitted via this company.

2. Question:

Do we, again as independent applicants, need to have the Unique Entity ID?

Answer:

Yes, effective April 4, 2022, the Data Universal Numbering System (DUNS) Number was replaced by a “new, non-proprietary identifier” requested in, and assigned by, the System for Award Management (SAM.gov). This new identifier is being called the Unique Entity Identifier (UEI). SAM.gov will generate your randomly assigned Unique Entity Identifier (UEI). Please log www.SAM.gov to request your UEI.
