Request for Information - Vessel Acquisition Manager (VAM) Services – to identify contractors capable of performing services to acquire and convert existing ships to replace ships in the National Defense Reserve Fleet (NDRF)/Ready Reserve Force (RRF) and other U.S. Government-owned ships (693JF7-19-RFI-0004)

Synopsis

This is a Request for Information (RFI) regarding a potential Vessel Acquisition Manager (VAM) services requirement for the U. S. Department of Transportation, Maritime Administration (MARAD), Washington, DC. THIS IS NOT A SOLICITATION. MARAD is not seeking proposals at this time, and will not accept unsolicited proposals. Responses to this Notice are not offers and cannot be accepted by the Government to form a binding contract. Proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this RFI. All submissions become Government property and will not be returned.

The Government will not provide reimbursement for any information that may or may not be submitted, or for any administrative cost incurred by respondents in response to this RFI.

Respondents are solely responsible for all expenses associated with responding to this RFI.

Furthermore, responding to this RFI will neither increase nor decrease a respondent’s likelihood of being awarded any contract in the future for the requisite goods or services.

This request for information shall not be construed as a commitment by the Government to issue a solicitation nor does it restrict the Government from any acquisition action. It is the responsibility of the interested parties to monitor www.fbo.gov for additional information pertaining to this RFI.

Several U.S. Government sealift programs provide Government-owned shipping capacity during national emergencies and when required to meet U.S. Department of Defense strategic sealift requirements. The Maritime Administration operates a fleet of inactive, Government-owned vessels in the National Defense Reserve Fleet (NDRF), including the Ready Reserve Force (RRF) component.

General Description

The objective of this RFI is to identify potential respondents that could function as a Vessel Acquisition Manager (VAM) to support the recapitalization of strategic sealift ships owned by the U.S. Government.

As detailed in the Sealift That the Nation Needs Report to Congress, dated March 2018, this line of effort is to obtain more modern, cost-effective Roll-on/Roll-off (Ro/Ro) ships with the most advantageous characteristics through purchase from existing used vessels on the commercial market. Recapitalization is an enduring need for sealift, with a requirement to replace approximately (26) vessels during the period 2021 through 2048, or even sooner.

http://www.fbo.gov/

MARAD will potentially contract with a Vessel Acquisition Manager (VAM), or multiple VAMs, to identify candidate vessels, develop Business Case Analysis for proposed purchases, procure vessel, reflag to U.S. ownership, convert to meet U.S. Coast Guard and American Bureau of Shipping rules for classification, convert for military utility and modernize as required, and potentially maintain/operate ships in a Reduced Operating Status (ROS).

The VAM could perform services for the Government that include functions of a ship broker, ship manager, and logistics support contractor. VAMs would seek vessels from commercial sources that meet the Circular of Requirements listed below.

Circular of Requirements (Specific)

Vessels will meet the following minimum parameters for consideration, listed below in descending prioritization order:

a. It shall have total cargo space capacity of at least 150,000 square feet (SqFt), that meet a minimum standard of military utility (deck strength of 150 psf., 7.5 Ft. height of vertical clearance for cargo).

b. Vessel length shall be no longer than 850 Ft. The vessel shall be able to operate in U.S., foreign, and international waters in full compliance with existing U.S. and international laws and regulations, and must be able to safely navigate and access a wide range of ports worldwide. It must be able to meet all Suez and Panama Canal transit requirements.

c. It shall have a loaded draft no more than 38 Ft., however vessels with a loaded draft of less than 38 Ft. are preferred.

d. It shall be capable of a speed at design draft and 80% propulsion Maximum Continuous Rating (MCR) of at least 17 Kts.

e. It shall be capable of an endurance at 95% fuel load and at maximum service speed, the range will be no less than that of at least 10,000 NM.

f. It shall be powered by diesel engines (diesel electric/geared/direct drive).

g. It shall have 60 Hz electrical systems.

h. It is not required to have maneuvering thruster(s), or similar technology, but the capability to dock and undock without assistance of tugs is preferred.

i. It shall have a minimum of 50,000 SqFt of enclosed heavy-strength deck (>450psf, >11 Ft height standard - with greater preference for height >14 Ft and at least an additional 50,000 SqFt of internally accessible medium strength deck (>250 PSF height >9.5 Ft height).

j. It shall have an integral, self-deploying loading ramp and possess the ability to conduct Roll On/Roll Off operations, to include loading and discharging a tractor pulling a 40 foot ISO container on a chassis. A ramp is required, but a slewing stern ramp is preferred. The ramp capacity must support a 73.5-ton (66.7 metric ton) Abrams Main Battle Tank (M1A2) System Enhancement Package Version 3 (Sep v3).

k. It is not required to have a crane. Cargo cranes that can operate at capacity servicing both sides of the vessel will be preferred; example capacities at maximum outreach would include containerized cargo (up to 35 long tons) and vehicular, project cargo (up to 110 long tons), vessels, or aircraft.

l. It shall have permanently installed communications and navigation equipment to meet national regulatory, commercial and international requirements.

m. It shall provide crew berthing and habitability standards that meet the regulatory agency (i.e.

U.S. Coast Guard) standards, with preference for berthing in excess of the minimum safe manning requirement.

n. It shall have cargo firefighting capability to meet national regulatory and international (SOLAS, IMO) requirements. It shall be capable of surviving flooding of any two adjacent spaces, with emergency power generation to facilitate damage control, and firefighting. Preference will be given if vessel carries International Maritime Dangerous Goods (IMDG) certification for vehicles containing gasoline and carriage of ammunition.

Rough Order of Magnitude (ROM) costs for services

This RFI is for market research purposes only and information to be held as procurement sensitive. MARAD seeks rough order of magnitude costs to perform services for the 6 functional areas below. While actual vessel purchase costs, conversion costs, and outfitting costs would be directly reimbursable, this RFI seeks to identify contractors capable of performing routine services for the buying, conversion, and placing in-service of vessels for specified purposes. This includes all functions related to vessel acquisition and is not meant to be a definitive listing of the activity.

1-Capacity to conduct market survey, identify available ships conforming to or convertible to capabilities stated in the Circular of Requirements, submit recommendation of suitability and purchase

Contractor shall provide services, labor, overhead, management and oversight to survey the commercial used-ship market and determine ships with the required capabilities, conduct assessment surveys, inspections, etc. in determining suitability, including detailed cost estimates, and make recommendations to MARAD in priority order for purchase based upon a Business Case Analysis (BCA).

If a ship meets the Circular of Requirements minimum threshold, but with exceptions, the VAM could propose a ship where modification with the associated costs, timeline for regulatory approval and timeline for modification would still meet the acquisition timeframe required by MARAD.

2-Purchase ship(s) and reflag, re-class, etc.

Contractor shall provide services, labor, overhead, management and oversight to negotiate and execute the purchase of selected vessel(s), onboard and shoreside spare parts and special tools, as well as the tasks to obtain classification by American Bureau of Shipping, and certification by U.S. Coast Guard for compliance with SOLAS, IMO, and other U.S. and international conventions, etc.

3-Ship conversion/modernization

Contractor shall provide services, labor, overhead, management and oversight to negotiate and award contract to a U.S. shipyard or marine repair contractor for the conversion/modernization of selected ship(s). Conversion and modernization costs are reimbursable; however, the overall cost should be considered in the functional category 2 (above) for any proposed purchase. Conversion may be accomplished either in conjunction with or sequenced after purchase, reflag, reclass or at a future date.

Following conversion/modernization, delivery of the ship will be to a layberth or NDRF site designated by MARAD.

If a ship meets the Circular of Requirements minimum threshold, but with exceptions, the VAM could propose a ship where modification with the associated costs, timeline for regulatory approval and timeline for modification would still meet the acquisition timeframe required by MARAD.

4-Develop and Perform Trials and delivery Contractor shall provide services, labor, overhead, management and oversight to develop and perform necessary trials for proof of operation to a capability defined by MARAD.

This includes the functions needed for regulatory compliance, functional or operational testing, and performance monitoring, testing, and baseline evaluation for operational dock trials and sea trials.

5-Vessel maintenance and operation – Fixed Fee – daily rate ship’s crew After purchased vessel has been reflagged/reclassed and is certified to comply with all ABS and USCG requirements, MARAD could assign the contractor to support maintenance and operation in a Reduced Operating Status (ROS) capable of activation to Full Operating Status (FOS) within 5-days for option periods to be determined by MARAD.

6-Vessel maintenance and operation – Cost Reimbursable The contractor shall execute additional maintenance and operation activity as identified by the contractor and funded by MARAD to provide for the readiness, regulatory and class compliance, lifecycle management, and configuration management of assigned ship(s).

Schedule Considerations The process of acquiring used ships from the commercial market is time consuming for each acquisition cycle, thus utilizing a VAM for a streamlined acquisition approach and grouping or sequencing multiple ship purchases, which are more efficient than individual ship purchases and multiple support contracts, are preferred when possible.

The VAM will identify candidate vessels and propose how they would meet the Circular of Requirements, along with detailed analysis of costs before any procurement is authorized by MARAD. MARAD will approve a ship(s) for purchase by the VAM after a collaborative validation by Department of Defense stakeholders through (1) a documented, deliberative review of the summary proposal by the VAM, and (2) required U.S. Government notification processes.

After acquisition, expedited regulatory and reflagging work will be accomplished to ensure a fully mission capable vessel will be provided to the fleet within a reasonable timeline and under budgeted conditions. Additional conversions to increase the military utility of ships and provide combat power as soon as possible are desired, however the relative timelines and costs associated with modernization and optional conversions will be a consideration factor in evaluating ships for acquisition.

Joint Ventures/ Teaming Partners/ Subcontractors

Clearly define the duties and responsibilities of each party of the venture, authority and communication between and among the parties, and methodology for supervising work performed. State, the individual in the Joint Venture will have the authority to sign and bind the JV. Provide the same information for any Teaming Partner(s) or subcontractors.

Provide a copy of any Joint Venture Agreement and/ or Teaming Agreement(s). The Agreement must provide that it is effective for the entire period of performance of the multiple year contract.
