Statement of Work for the Testing and Repair of the Fuel Tank Systems Located at the Waterfront of the United States Merchant Marine Academy (9/28/18/)

All work included in this statement of work shall be performed at the U.S. Merchant Marine Academy located at 300 Steamboat Road Kings Point, NY 11024. The Contractor shall provide all equipment, materials, tools, labor and supervision necessary to test and repair any leaks discovered in the two fuel tank storage systems including the fuel tanks, fuel lines and vents. The Contractor must be a certified tank installer in Nassau County. The (2) fuel tanks are located behind Yocum Sailing Center located at the Waterfront of the Academy, one (1) 2600-gallon gasoline tank and one (1) 6000-gallon diesel tank. Both tanks are constructed of double wall fiberglass. The contractor shall begin work immediately after the Notice to Proceed is given to the contractor by the contracting officer. Work is to be performed during normal business hours 0700 to 1630, Monday through Friday unless approval is granted by the Contracting Officer. The 6000-gallon diesel tank is operational, the work needed on this contract for this tank is related to the preparation for the pressure test. The 2600-gallon gasoline tank became contaminated with approximately 400 gals of water. The contaminated gasoline has been removed from the tank.

Both fuel tanks have recently failed the air pressure test because neither fuel tank system could hold air pressure. This could be the result of the tank, fuel or vent lines being compromised. The contractor shall locate and determine the cause of the fuel tank systems failing the air pressure test. This will include excavation and the removal of concrete. The contractor shall perform a full investigation to determine the fuel tank systems breach and submit a comprehensive report issued by a certified tank installer in Nassau County identifying the cause of the fuel tank system pressure leak(s) and make recommendations for the corrective actions that will be required for the fuel tank systems to pass the required pressure test. The report shall also include a cost estimate for the proposed corrective work. The contractor shall provide;

· Fuel system mechanics, equipment, labor and supervision to test both tanks, vents and fuel lines.

· Perform tests that will confirm integrity of the fuel tanks, fuel lines and vents are within the standards of the Nassau County Fire Marshal requirements and NYSDEC regulations.

The contracting officer will review the investigative report and determine the next course of action. The contracting officer will have the option to approve the proposed corrective actions and associated cost proposal and give the contractor the noticed to proceed on the construction for the corrective actions.
