United States Merchant Marine Academy Statement of Work

Pulmonary Function Testing (PFT) in 2017

The Office of Health Services (OHS) located in Patten Hall at the United States Merchant Marine Academy (USMMA) a qualified, licensed and insured contractor to perform on site Pulmonary Function Testing of all incoming Plebe Candidates. The purpose of this testing is to determine respiratory fitness of incoming Plebe Candidates for the wearing of re-breathable air masks during firefighting operations & training.

USMMA will require assistance in providing an OSHA required medical clearance questionnaire and screening to be performed by NIOSH trained technician(s). Results of all testing will have a 72 hour turn-around time on testing results.

All providers will meet or exceed the standards for ATS – American Thoracic Society, OSHA and NIOSH National Institute for Occupational Safety and Health. Providers must be able to provide interpretation, measurement, predicted values and graphs in digital data.

The successful firm submitting a quote will provide respiratory clearance questionnaires in advance for distribution to plebes for completion prior to PFT. Questionnaires must be provided to USMMA for distribution to incoming Plebe Candidates within 7 days after award. Completing the questionnaire prior to arrival will make the pulmonary screening by groups more time efficient.

Objectives:

2017 Respiratory Clearance Procedure Phase I

1. Approximately Two (2) weeks prior to scheduled on-site testing date, USMMA will provide a list of all plebes requiring pulmonary screening. The list will include first name, last name, Midshipman ID number and date of birth.

On-site Screening Procedure Phase II

1. Successful firm submitting a quote will confirm dates with program administrator for on-site pulmonary screening of plebes.

2. Equipment and supplies will be shipped to USMMA, OHS for arrival approximately two

(2) days prior to scheduled pulmonary testing date and will be stored at OHS.

3. Successful firm’s Technician(s) will maintain log of plebe candidates (P/C) by group.

4. P/C’s will provide first name, last name, Midshipman ID number and date of birth to technician.

5. Final testing results will be provided to USMMA post 72 hours from completion of pulmonary testing to program administrator.

Summary:

1. Pulmonary Function Testing (PFT) approximately 280 Plebe Candidates

2. OSHA required medical clearance questionnaire and screening performed by NIOSH trained technician. 72 hour turn-around time on pulmonary testing results.

3. Digital Spirometer meets or exceeds the standards for ATS – American Thoracic

Society, OSHA and NIOSH National Institute for Occupational Safety and Health.

4. Include interpretation, measurement, predicted values and graphs in digital data.

5. Provide 3 to 5 Technicians On-Site to perform testing meeting or exceeding the standards for ATS – American Thoracic Society, OSHA and NIOSH National Institute for Occupational Safety and Health. Technicians must be able to provide interpretation, measurement, predicted values and graphs in digital data.

6. The generally anticipated date of service for this Statement of work will be between 27 June and 2 July 2017. More definitive dates within this timeframe will be finalized with successful firm submitting a quote.

7. Testing on site is expected to be completed in one day but a minimum of two Technicians should remain one additional consecutive day if needed, to address any Testing that could not be completed on the previous day. If no additional testing is needed beyond the one initial test day, no technicians will need to remain the additional consecutive day.
