About this file

This is Amendment No. 0002 to a federal construction solicitation for storm and flood damage repair work issued by the Federal Highway Administration's Eastern Federal Lands Highway Division for the Cherokee National Forest.

The amendment addresses questions and clarifications from interested bidders, provides amended bid schedule pages B-1 through B-5, supplies amended plan sheets (A04, A05, A06, B01, B03, C03, C08, C10, D13, D14, M13, and M15), and reschedules the bid opening to Thursday, July 9, 2026, at 2:00 p.m. EDT. The project involves repair work on three roads: Paint Mountain Road (FS 54), Briar Creek Road (FS 188), and Flatwoods Road (FS 87). The base contract (Schedule A) includes 107 calendar days for completion with work including clearing, grubbing, embankment construction, riprap placement, mechanically stabilized earth (MSE) walls, pipe culvert installation and replacement, cellular confinement systems for slope stabilization, and roadway reconditioning. Two government options are available: Schedule B (67 calendar days) and Schedule C (105 calendar days), with a combined performance period of 239 calendar days if all schedules are awarded simultaneously. Key clarifications address MSE wall design flexibility, temporary water diversion requirements, asphalt pavement repair, cellular confinement system specifications, and field access adjustments. The bid schedule reflects numerous line items using lump-sum pricing (LPSM) for mobilization, surveying, testing, and traffic control, along with unit prices for materials and labor measured in cubic yards, linear feet, square feet, acres, tons, and each.

Questions / Clarifications

The following questions and issues were submitted to EFLHD at eflhd.contracts@dot.gov. The

Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised, and some questions may not have been included. The Government’s direct response to the sender may also have been updated below for better clarity.

1. Sheets D13 & D14: The current scale does not fully depict the project area. Response:

The scale has been adjusted. See amended Sheets D13 and D14.

2. Sheet D14 (Station +8): The schedules on Sheet C08 indicate 5 cubic yards of Class 2 riprap at Station +8. However, Sheet D14 does not show any work at this location that would require riprap. Response: The Sheet reference on Sheet C08 has been corrected. See amended Sheet C08.

3. Sheet D14 (Station 1+01): The schedule lists 151 cubic yards of Class 4 riprap here. I assume this is for the elliptical culvert outfall, but the drawing does not show the extent of the placement Response: The scale has been adjusted. See amended Sheet D14.

4. Sheet M15: I reviewed the E&S plan to see if the LOD indicates the length of the Class 4 riprap, but the LOD does not appear to extend to the end of the riprap placement area.

Response: The scale has been adjusted. See amended Sheet M15.

5. Will the work at the other sites potentially jeopardize the schedule due to anticipated road closures? Response: Projects have been arranged such that there is at least one access route to the sites that does not involve going through other projects. All projects are constructed with periods of complete road closures so bidders should plan accordingly.

Information Page 2 of 3

6. A dry stack stone retaining wall exists at the location for the MSE wall on Paint

Mountain Road. Is this wall considered a historic feature. Response: The wall is not considered a historic feature.

7. Typically for FHWA project we will see Line Items associated for Temporary Water

Diversions. The large diameter culvert pipe (54" and 60" SCH A, 72" SCH B) will require some type of temporary diversion for pipe replacement. Please Advise if this needs to be added to the price schedules? Response: Any required temporary diversion needed for the pipe replacement is incidental to the pipe replacement.

8. Drawing D12, Flatwoods Road, MP 5.78, shows installing a MSE wall. The roadway in this area is existing asphalt paving. In order to install the MSE wall, the roadway will have to be excavated, and the asphalt will be removed. There are currently no line items for asphalt pavement repair. Please Advise if this needs to be added to the price schedules? Response: Asphalt pavement repair details and pay items have been added.

9. Drawing M13, Flatwoods Road, MP 5.78, shows installing a Cellular Confinement

System for Slope Stabilization. This drawing also outlines the LOD (limits of disturbance). Drawing B03 shows a typical section for the Cellular Confinement System, which shows the top section turned under, and what we assume is buried once trenched in the ground. The LOD doesn't allow enough room to allow this to happen. Are we allowed to clear additional to make this work? If so, how far back are we allowed to clear back? Also, the grade is too steep to access equipment. Will the contractor be allowed to gain access from another location that is safer to gain access to the top of the cellular construction area? Response: Sheet B03 has been updated to provide the dimensions for the limits of disturbance. Additional access points must be approved by the CO prior to bringing work.

10. Drawing D13, Paint Mountain Road, MP 4.81, shows installing a MSE Wall. This location seems to be directly over an existing drainpipe that carries a lot of water. Is the government expecting the MSE wall foundation to be above the existing large drain and go over? Or does a new culvert/box culvert etc. need to be installed at this location? If so, what size? Response: As shown on Sheet D13, backfill the existing 15-inch CPM at invert elevation 1293.46 with non-shrink grout.

11. In relation to the MSE walls designated in the plans, is there a particular style of facing that EFL is looking to have designed or does the contractor have flexibility in the design as long as it's not gabion? Response: The contractor may select the wall facing and must be approved by the CO prior to bringing work.

Information Page 3 of 3

12. Can EFL provide more information regarding the cellular confinement system? Sheet 18 has very limited information. Section sheets in the back of the plan set seem to show anchorage devices, but no details are provided in the plans. After visiting the site it would seem that re-grading the washed out area prior to installing geo confinement would be prudent, but those details are unclear. The types of geocell that would be acceptable is not clear. Is the expectation that the contractor will design this system? Response: See FP-24

Section 629 for additional requirements.
