About this file

This document is a set of Questions and Answers (Q&A) related to a Request for Quotation (RFQ) for a contract to perform environmental surveys, including a wetland delineation and a habitat assessment for the Coastal Plains Leopard Frog.

The Q&A clarifies that the wetland points can be located using GIS rather than requiring a professional land surveyor, and that the selected contractor will be provided a GIS shapefile of the project area. The scope of work includes conducting a wetland delineation in accordance with the USACE 1987 Manual and the regional supplement, as well as a habitat assessment for the Coastal Plains Leopard Frog, and providing a delineation report with maps created using ArcGIS. The contract will be awarded based on the best value to the government, considering proposed methods, qualifications, and experience, rather than solely on the lowest cost. The contractor will be required to use the Department of Transportation's eInvoicing system.

HFLEBR240023PR - Q & A

Q1. Do you need the wetland points located by a professional surveyor or is GIS location satisfactory?

We can definitely perform all the wetlands and habitat assessment work that you need but I want to make sure if we locate with our GPS Trimble and provide a shapefile that is all we are contracted to do.

We do not have surveying or engineering capabilities.

A1. The wetland points need to be recorded as a GIS location. Not a professional surveyor.

No engineering is required as part of this scope of work. Per the scope of work what is required is a survey of the wetlands and other waters of the U.S. using GPS. A wetland delineation shall be conducted in accordance USACE 1987 Manual and the regional supplement. A delineation report is required that contains a description of all wetlands and waters found and will support FHWA’s permitting with the USACE and PADEP. Maps shall be created using ArcGIS.

Q2.Can we get a GIS file of the wetland delineation area?

A2. The selected supplier/awardee will be provided a shape file of the project area.
