Section 403. — ASPHALT CONCRETE

Description

403.01 This work consists of constructing asphalt concrete facilities using a hot or warm mix asphalt (HMA or WMA).

Construction Requirements

403.02 Composition of Mix (Job-Mix Formula). Conform to current state department of transportation material specifications for asphalt concrete.

Submit a state department of transportation JMF approved within the past 12 months for approval at least 30 days before production that meets the current state department of transportation requirements for the location and type of facility being constructed.

Special Contract Requirements Changes Page 2 of 5

For each proposed JMF, submit a production certification conforming to state department of transportation specifications. Submit the strength, quality, and gradation specifications for the asphalt concrete mix. Include copies of laboratory test reports that demonstrate aggregate, asphalt binder, additive, and mix properties meet state department of transportation specifications. Submit the maximum specific gravity (density) of the mix as determined by

AASHTO T 209.

If requested, submit a representative 100-pound loose mix sample 21 days before placement.

403.03 Production Start-Up Procedures. Conform to Subsection 153.04(b).

403.04 Equipment. Conform to Subsection 401.05.

403.05 Surface Preparation. Conform to Subsection 401.06.

403.06 Weather Limitations. Conform to Subsection 401.07.

403.07 Hauling. Conform to Subsection 401.11.

403.08 Placing and Finishing. Do not use mixes produced from different plants unless the mixes are produced according to the same JMF, use material from the same sources, and are approved.

Place HMA at temperatures shown in Table 401-2. Place WMA at temperatures according to

Subsection 401.03(c)(5). Measure temperature of the asphalt concrete mix in the hauling vehicle immediately before dumping into the spreader or measure it in the windrow immediately before pickup.

Place the mix with a paver conforming to Subsection 401.05. Control horizontal alignment using a reference line. Automatically control the grade and slope from reference lines, a ski and slope control device, or dual skis. Use skis having a minimum length of 20 feet.

In areas where mechanical spreading and finishing are impractical, place and finish the asphalt concrete mix by other approved methods to produce a uniform finished surface.

Offset the longitudinal joint according to Subsection 401.13.

403.09 Compacting. Thoroughly and uniformly compact the asphalt surface by rolling. In places inaccessible to rollers, use approved alternate equipment. Do not cause cracking, shoving, or undue displacement.

Monitor the compaction process with nuclear density gauges calibrated according to ASTM

D2950 within 6 months before use. Check the standard and reference on each day of use according to the ASTM D2950 standardization and reference check sections. Compact to at least

91.0 percent of the maximum specific gravity (density) determined in Subsection 403.02.

Special Contract Requirements Changes Page 3 of 5

Do not pass rollers over an unsupported edge of freshly laid asphalt concrete mix. Continue rolling until roller marks are eliminated, cracks are sealed, and the required density is obtained.

For HMA, do not roll the mix after the surface cools below 175 °F.

403.10 Joints, Trimming Edges, and Cleanup. Conform to Subsection 401.15.

(1) For asphalt concrete Type I, cut two 6-inch diameter side by side cores. Obtain cores as soon as the pavement has cooled sufficiently to allow coring, but not later than 12 hours after final rolling. Remove them with a core retriever and fill and compact the core holes with asphalt concrete mixture. Label the cores and protect them from damage due to handling and temperature. Submit one core for verification testing. Dry the other core to constant mass at 125±5 °F or vacuum dry it according to ASTM D7227 before performing the core density and measuring the thickness. Use 62.245 pounds per cubic foot to convert specific gravity to density.

(2) After production paving has begun, use the average maximum specific gravity value (AASHTO T 209) for each day to adjust the percent compaction for the cores that represent that day’s paving.

(3) Do not use the supplemental procedure for mixtures containing porous aggregate (dry back method of AASHTO T 209)

EFLHD DETAIL

Questions and Clarifications Page 1 of 4

Questions / Clarifications The following questions and issues were submitted to EFLHD, at EFLHD.Contracts@dot.gov. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included. The Government’s direct response to the sender may also have been updated below for better clarity.

1. Can you provide information on the load requirements for the piles? We need to know what sizes to order. Any more information you can add will help. Depths, loading, capacity requirements etc.

Response: Design of helical piles is the contractor’s responsibility and must be performed by a professional engineer proficient in the design of helical piles. Refer to Subsections 104.03 and 582.03(b) for additional information.

2. On Wisconsin DNR permit to dredge within a slough # IP-WC-2023-62-00943. Item # 13 states that all of the removed material must be placed in the location shown on applicant’s plan. Can this location be provided?

Response: Dredged material can be temporarily staged on paved surfaces such as parking areas as approved by the CO, but final disposal must occur per Subsection 203.05(a).

3. Can other material from the project be placed at this location?

Response: No. Other material will need to be handled, disposed of, or re-used per the applicable sections of the specifications.

4. For the bid items System Installation, Electrical Company Compensation: Will this item be used for reimbursement of all utility relocation and electrical work? Specifications state that the government has performed initial coordination with utility owners that have facilities located within project limits: Can a list of these utilities with contacts be provided?

Response: According to Section 645, it is the contractor’s responsibility to identify and locate utilities. For information only, the Government has coordinated with the following utility companies:

- Xcel Energy

- RIVERLAND ENERGY COOPERATIVE

- BRIGHTSPEED (formerly LUMEN)

- Tri-County Communication Coop., Inc., aka: WESTERN WI COMMUNICATIONS LLC

- Village of Trempealeau

- MIDWEST NATURAL GAS INC.

Questions and Clarifications Page 2 of 4

5. For bid item Helical Pile, In Place: testing requirements and frequency of test to be determined by designing engineer?

Response: Include testing requirements with the submittals required by Subsection 582.03.

Full scale compression load test is not required. The capacity of each helical pile shall be verified during installation using the capacity to torque load correlations. We recommend that a helical pile torque/anchor capacity relationship analysis be performed by the successful bidder prior to mobilization of the equipment to the site. The proposed torque motor(s) shall have adequate energy to efficiently install the piles to the specified capacities without inducing excessive stresses on the helical piles.

6. Are there any further construction details for the precast box culverts (pay item 60220-0000), including any desired wall thickness or rebar designs?

Response: Design of precast box culverts is the contractor’s responsibility and must be performed by a professional engineer proficient in the design of concrete box culverts and headwalls. Refer to Subsections 104.03 and 602.03 for additional information.

7. If this (the pre-cast box culvert) is to be contractor design build, what are the loading requirements for the structure?

Response: This structure length falls into the category of a bridge. HL-93 loading is required for live loading. Refer to Subsection 602.03 for additional information.

8. If this is a design/build scenario, what is the minimum low chord elevation of the deck of the culvert?

Response: The culverts are 20-foot span by 4-foot rise, and the required elevations for installation are provided on the K sheets.

9. Are the helical piling (pay item 58202-0000) to be installed under the headwalls as well of the culvert barrel? We are presuming the contractor will have to engineer the loads each helical will bear, and this information will be critical in helical design if the # of helicals is to stay constant at 20 per structure.

Response: Design of precast box culverts and helical piling is the contractor’s responsibility and must be performed by a professional engineer proficient in the design of concrete box culverts and headwalls, and helical piles. Refer to Subsections 104.03, 582.03(b), and Subsection 602.03 for additional information.

10. In the drainage profile sections (Schedule A) the way the culverts are drawn do not show any methodology for connecting the helical piling to the culvert. How is that to be done with a pre-cast unit? Are grout pockets anticipated?

Response: Design of precast box culverts and helical piling is the contractor’s responsibility and must be performed by a professional engineer proficient in the design of concrete box culverts and headwalls, and helical piles. Refer to Subsections 104.03, 582.03(b), and Subsection 602.03 for additional information.

11. Would the client accept a cast in place abutment option with a pre-cast deck panel in lieu of a fully precast box culvert?

Response: Submit a bid based on the advertisement documents. After award the contractor may submit a Value Engineering (VE) proposal for review and possible approval by the Government. See Subsection 103.03 for VE requirements.

Questions and Clarifications Page 3 of 4

12. Schedule C construction plan #D08 states to install concrete sidewalk. It states to see detail E615-01A which does not appear to be in the plan set. There is not a quantity given or a bid item for this. Can more information be provided for this item?

Response: An amendment will be issued to provide Detail E615-01A and add a pay item and quantity for the sidewalk.

13. It is not explicitly clear in the plans what the underground electrical relocation work will entail and what level of effort or amount of support will be required to perform this work as it relates to utility locates, biological monitoring support, erosion control, on-site supervision, etc… We are also unable to determine to what extent we can execute work on the remaining portions of the contract while utility work is on-going or have an idea of the length of time it will take to perform the utility work.

Can more details be provided of what the underground electrical relocation will entail and the approximate locations of the new location?

Response: There are no details for the underground electrical relocation on Entrance Road.

The approximate location of the new electrical service on Marshland Road is shown on sheet D08 of the plans. No other information is available.

As stated in Subsection 636.11A, the utility owners are responsible for the design and construction of work on their facilities. The utility owners are also responsible for the on-site supervision of their own forces. The contractor is responsible for coordinating the utility work with the owners. This includes establishing work schedules with the utility owners and ensuring there are no conflicts between the new or relocated utilities and the roadway work.

The contractor may work on other portions of the project that do not affect, and are not affected by, the utility relocation activities.

The contractor is responsible for conducting the required biological monitoring for all construction activities on the project. The contractor is also responsible for ensuring the appropriate erosion and sediment control measures are implemented for all disturbed areas as required by permits obtained for the project. This includes work performed by utility companies in conjunction with this project.

14. The SCR’s make mention of testing regarding the asphalt control strip, and we wanted to make sure that a control strip will be required considering the small amount of asphalt being placed.

Response: A control strip is not required. An amendment will be issued to revise the asphalt concrete pavement from Section 401 to Section 403.

15. We were unable to locate any details or typical drawings related to the wingwalls or headwalls and the associated rebar for those structures. Can typical drawings or details be provided for these items?

Response: Design of precast box culverts and the cast-in-place elements of box culverts is the contractor’s responsibility and must be performed by a professional engineer proficient in the design of concrete box culverts and headwalls. Refer to Subsections 104.03 and 602.03 for additional information.

Questions and Clarifications Page 4 of 4

16. We are trying to determine where the 12,000# of rebar and 100 CY of concrete are going- the wingwalls on the culverts are only about 1 CY each, and the sign base does not have nearly that much concrete either. The rebar only adds up to several hundred, not 12,000 lbs. Any guidance in these areas would be appreciated.

Response: Pay Item 55201-0200 (Line Item A1180) and Pay Item 55401-1000 (Line Item A1190) are estimated quantities for the headwalls, wingwalls, and footings for Pay Item 60220-0000 (Line Item A1210). The concrete for the sign base in Schedule B is included in Pay Item 63301-0000 (Line Item B2230).

File details come from the government source that posted it. Updated .
